NOTICE TO BIDDERS
SEALED BIDS FOR FIVE-YEAR HEAVY EQUIPMENT FINANCING
Jefferson County, Arkansas, is soliciting sealed bids from qualified financial institutions and financing providers to finance the purchase of heavy machinery for County operations. The estimated principal amount is $500,000, with a requested 60-month, fully amortizing, fixed-rate financing term. The transaction is intended to comply with Arkansas Constitution Amendment 78 and Ark. Code Ann. § 14-78-101 et seq., subject to all required governmental approvals.
Bidders shall quote a fixed interest rate for the full term, 60 monthly principal-and-interest installments, total repayment, all fees and closing costs, collateral conditions, and prepayment terms. No balloon payment is requested. This notice solicits FINANCING ONLY and does not invite bids to furnish the machinery.
A complete bid package, including specifications and required lender response forms, may be obtained from the Jefferson County Judge’s Office, 101 West Barraque Street, Suite 107, Pine Bluff, Arkansas 71601; telephone (870) 541-5360, countyjudge@jeffersoncountyar.gov. Written questions must be submitted by Thursday, November 12, 2026, at 12:00 noon Central Time.
SEALED BIDS must be received in the Jefferson County Judge’s Office at the above address no later than THURSDAY, NOVEMBER 19, 2026, AT 12:00 NOON CENTRAL TIME. Bids will be publicly opened at that time and place. Bids received after the deadline will not be considered.
The outside of the sealed envelope must be marked: “SEALED BID – FIVE-YEAR HEAVY EQUIPMENT FINANCING – ITB JC-FIN-2026-01 – DO NOT OPEN.”
The County reserves the right to reject any or all bids and waive nonmaterial informalities as permitted by law. Any financing award is contingent upon proper County approvals, including an authorizing Quorum Court ordinance, verification of applicable debt limits, availability of appropriated funds, and satisfactory legal review.
