Separate sealed BIDS for the construction of Eureka Springs Wastewater Treatment Plant Improvements. will be received by City of Eureka Springs at the office of City Hall, 44 South Main Street, Eureka Springs, AR 72632, until 2:00 pm, on TUESDAY, NOVEMBER 17, 2026, and then at said office publicly opened and read aloud.
The project includes: New mechanical screenings and grit removal systems at the existing wastewater treatment plant located at wastewater treatment plant located at 100 Highway 23 North, Eureka Springs, AR 72631. Including new reinforced concrete structures, wastewater treatment equipment, electrical controls, and other items as required to complete the systems in service as shown in the Drawings and required by the Project Manual Specifications.

Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Each Bid must be submitted on the prescribed form and accompanied by a cashier’s check drawn upon a bank or trust company doing business in this state or bid bond executed on the prescribed form, payable to City of Eureka Springs, AR in an amount not less than five percent (5%) of the amount bid.
A non-mandatory pre-bid meeting will be held at 1:00 pm, local time on Thursday, November 5, 2026, at Eureka Springs WWTP, 100 Highway 23 N, Eureka Springs, AR 72631.
The attention of the Bidder is directed to the applicable federal and state requirements and conditions of employment to be observed and minimum wage rates to be paid under this Contract.
Pursuant to Arkansas Code Annotated 22-9-203, the City of Eureka Springs encourages all qualified small, minority and women business enterprises to bid on and receive contracts for goods, services, and construction. Also, the City of Eureka Springs encourages all general contractors to subcontract portions of their contract to qualified small, minority, and women business enterprises.
The City of Eureka Springs reserves the right to waive irregularities and to reject bids and to postpone the award of the Contract for a period of time, which shall not exceed beyond 90 days from the bid opening date.
This publication was paid for by the City of Eureka Springs, and the cost of the publication is $458.44, per Arkansas Code 14-55-208 and related statutes.
