City of Lowell will receive sealed bids for the Lowell Traffic Signal Imprvts. (S) ARDOT JOB 090707 F.A.P. CRPU-9259(9) until 11:00 A.M. local time on Wednesday, October 28, 2026, City of Lowell, 216 N. Lincoln Street, Lowell AR 72745. Bids received after this time will not be accepted. Bids will be opened and publicly read aloud immediately after specified closing time. Meeting information will be posted to the QuestCDN online bid interface under Project Q&A. All interested parties are invited to attend.
The Project generally consists of advance video detection and adaptive signal system improvements at seven (7) existing signalized intersections in Lowell, Arkansas. Work includes furnishing and installing Miovision SmartView Approach cameras, Ethernet cable, PoE equipment, junction boxes, software licenses, system integration, implementation, testing, commissioning, training, removal of existing detection equipment where shown, and related improvements.
Bids shall be on a unit price basis.

Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Each Bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to City of Lowell, in an amount not less than five percent (5%) of the amount bid.

The City of Lowell hereby notifies all bidders that this contract is subject to applicable labore laws, non-discrimination provisions, Davis Bacon wage rates and other federal laws including the Fair Labor Standards Acts of 1938. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
The Owner reserves the right to waive irregularities and to reject bids and to postpone the award of the Contract for a period of time, which shall not exceed beyond 90 days from the bid opening date.
This publication was paid for by the City of Lowell, and the cost of the publication is $767.73, per Arkansas Code 14-55-208 and related statutes.
