Spout Spring Branch Restoration at Walker Park
The Watershed Conservation Resource Center (WCRC) (Owner/Engineer) is accepting formal, sealed bids from properly qualified, experienced, and licensed contractors for furnishing all labor, tools, and equipment needed for the construction of the ‘Spout Spring Branch Restoration at Walker Park,’ located in Washington County, Arkansas. The project involves but is not limited to restoring a 3,300 ft reach of Spout Spring Branch that includes constructing double and triple layer boulder revetment, stream channel excavation and grading, and ten grade control structures constructed with large boulders. All construction materials for this project will be provided to the contractor by the project Owner.
A non-mandatory pre-bid conference meeting will be held on site at Walker Park in Fayetteville, AR (36.0542,-94.1616) at 10:00 AM, local time, on Wednesday, October 14th, 2026. Representatives of the WCRC will be present to discuss the project, and bidders are encouraged to attend. The WCRC will transmit to all prospective Bidders of record, such as Addenda, in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
Sealed bids will be accepted at the offices of the WCRC, 909 E Rolling Hills Dr, Suite A, Fayetteville, Arkansas, 72703 until 2:00 PM, local time on Wednesday, October 21st, 2026 at which time the bids will be publicly opened and read aloud. Bids received after the specified time and date will be rejected. Bid security, as defined in the “Instructions To Bidders”, in the amount of five percent of the Bid amount must accompany the submitted bid.
Bidders shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
All bids must be in accordance with the Contract Documents prepared and issued by the WCRC. Bidders must register with Lori Linn by email at llinn@watershedconservation.org (or call at 479-444-1916) and a link to an electronic copy of the Bidding Documents will be emailed to the Bidder. Paper copies of Bidding Documents will not be provided. Bidders who obtain their documents from any other source will be rejected.
This project is funded by a federal grant from the U.S. Department of Agriculture, Forest Service (USFS). The WCRC hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Davis-Bacon and Related Acts (40 U.S.C. §§ 3141-3148) and the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
