INVITATION TO BID
PROJECT: Jefferson County Courthouse
Remodeling for Law Library

1. NOTICE TO THE CONTRACTOR:
Bid for Jefferson County Courthouse Remodeling for Law Library will be received by the Owner at the Jefferson County Courthouse Quorum Court Room, 101 East Barraque, Pine Bluff, Arkansas 71601 until 2:00 p.m. local time on October 8, 2026. Any bids not submitted on time will be returned unopened.
2. Bidding by the General Contractor shall be by public invitation.
3. TYPE OF BID:
One proposal for the entire project.
4. SUBMISSION:
Bids shall be submitted on the form provided by the Architect in the contract documents and shall be delivered in a clearly identified, sealed, opaque envelope.
5. CONSTRUCTION DOCUMENTS:
a) Digital drawings and specifications may be obtained from:

b) Bidder, sub-bidders and suppliers may obtain drawings and specifications from Southern Reprographics Planroom by paying the cost of reproduction and shipping. This cost is non-refundable.
6. BID SECURITY:
a) Bid security in the amount of five (5) percent of the Base Proposal must accompany each proposal in accordance with the “Instructions to Bidders”.
7. WITHDRAWAL OF BIDS:
a) No bid may be withdrawn for a period of thirty (30) days subsequent to date of the opening of Proposals without consent of the Owner.
8. COMPLIANCE WITH ARKANSAS STATUTES:
a) Bidders must comply with requirements of Contractor’s Licensing Law of State of Arkansas, Act 150 of 1965, as amended. All bonds on this project shall comply with Arkansas Statutory Performance and Payment Bond Law, Act 351 of 1953, as amended by Act 209 of 1957.
b) Arkansas State Nonresident Contractors Bond Law:
1) In compliance with Act 37 of 1992, the Contractor shall submit to the Owner, prior to the approval of the general contract, proof of clearance required by this act by the Arkansas State Department of Finance and Administration.
9. REJECTION OF BIDS:
a) The Owner reserves the right to reject any or all bids and to waive any informalities.
b) Proposals which fail to comply fully with any provisions of the specifications and other contract documents will be considered invalid and may not receive consideration.
