City of Fort Smith, Arkansas
Separate Sealed bids for 2022 SSA Remedial Measures Sub-Basin S005, Project No. 25-13-C1 will be publicly opened and read aloud at 2:00 p.m. (Local Time) on Thursday, October 8, 2026, at 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901. Bids may be submitted in either of the following ways:
1. Delivered in advance to the Office of the Director of Engineering, 623 Garrison Avenue, 4th Floor, Fort Smith, Arkansas 72901, no later than 4:00 p.m. (Local Time) on Wednesday, October 7, 2026.
2. Hand delivered at the bid opening location, 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901, prior to 2:00 p.m. (Local Time) on Thursday, October 8, 2026.
Please call (479) 784-2412 to drop off a bid or to request an escort to the bid opening location. Bids shall be addressed “City of Fort Smith Engineering Department-Utility, 623 Garrison Avenue, Fort Smith, Arkansas 72901” and shall be labeled Bid for 2022 SSA Remedial Measures Sub-Basin S005, Project No. 25-13-C1. Bidders are to include their Arkansas License number on the outside of their sealed bid. Bids shall only be received from registered Bidders.
A pre-bid conference will be held at 3:30 p.m. (Local Time), Wednesday, September 30, 2026, at the Engineering Conference Room, 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901. Attendance is optional if bidding this project. In lieu of attending the meeting in person, Prospective Bidders may attend virtually.
The project includes the rehabilitation or reconstruction of approximately 9,101 LF of existing sanitary sewer lines, including replacement and rehabilitation of manholes and service lines, within Sub-basin S005 as shown on the plans. The rehabilitation methods include pipe bursting and open-cut.
The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and other contract documents may be examined online at QuestCDN (see below). Copies may be obtained from QuestCDN upon a non-refundable payment of $30.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidders who have not purchased contract documents through QuestCDN.

The owner reserves the right to waive any informalities or to reject any or all bids.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.
All bidders must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, including subsequent amendments, and considered by the Arkansas Contractors Licensing Board to be classified as a General Contractor for the classification required to perform the work identified as part of the project.
This publication was paid for by the City of Fort Smith, Arkansas at the cost of $480.42 per Arkansas Act 954 of 2021.
The City of Fort Smith encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, either as a general contractor or subcontractor.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
