NPDES Permit AR0053660 and State Construction Permit AR0053660C
Under the provisions of Act 163 of the 1993 Arkansas Legislature, this is to give notice the Office of Water Quality of Arkansas Energy & Environment-Division of Environmental Quality received an application for a NPDES Permit Number AR0053660 and State Construction Permit Number AR0053660C on December 5, 2025, with all additional information received by August 3, 2026, from the following facility:
Waste Water Management, Inc.-Nolans Place Wastewater Treatment Facility

The application has been deemed administratively complete and is undergoing technical review by the Office of Water Quality for compliance with State and Federal regulations. The facility under consideration is located as follows: 41 Rooster Rd., Conway, in Faulkner County, Arkansas.
Proposed Construction will include a lift station, grit screen, anoxic basin, membrane bioreactor basin, sludge tank, and UV disinfection with a design flow of 0.15 MGD.
Interested persons desiring to request a public hearing on the application may do so in writing. The Division shall have the discretion to decide whether to hold a public hearing, unless otherwise required by law or regulation. If a hearing is scheduled, adequate public notice will be given in this newspaper. All requests shall be submitted in writing and must include the reasons for the necessity of a public hearing. All requests should be received by DEQ within 10 business days of the date of this notice and should be submitted to:
