Pursuant to the Arkansas Operating Air Permit Program (Rule #26) Section 602, the Arkansas Department of Energy and Environment (E&E), Division of Environmental Quality (DEQ), Office of Air Quality gives the following notice:
Anthony Timberlands, Inc. (30•00084) operates a facility located at 930 Cabe Street, Malvern, AR 72104. This facility has submitted a renewal will add the Log Debarking operations as SN-
26, revise Boiler No.1 and No.2 (SN-02 and SN-03) emissions, and update SN-15 emissions to be based on the new EPA TANKS 5.0 program. Permitted emissions increased for PM by 26.7 tpy and PM10 by 10.1 tpy, Permitted emissions decreased for VOC by 0.5 tpy and NOX by 1 tpy.
The application has been reviewed by DEQ staff and has received DEQ’s tentative approval
subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting DEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact Jimmy Do, Engineer. Both DEQ Air Permits Branch and Jimmy Do can be reached at the Division of Environmental Quality’s central office, 5301

The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx.
Comments will be accepted in accordance with Rule 8.208. During the public comment period, any person may submit written comments to DEQ at the above address Attention: DEQ Air Permits Branch or to ee.airpermits@arkansas.gov by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Rule 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Rule #8) and Rule #26.
