Request for Statement of Qualifications for Airport Engineering Services
The Carroll County Airport Commission is soliciting Statements of Qualifications for Engineering and Planning Services for various services including, but not limited to the following:
1. Apron Expansion
2. Airfield Lighting and NAVAIDS
3. Runway/Taxiway & Apron Overlay/Rehabilitation
4. Runway/Taxiway Extension
5. Surveys
6. Property Acquisition
7. Environmental and Planning Studies
8. Safety Area Evaluation/Corrections
9. Hangars
10. Security Fencing
11. Aviation Fuel Systems
Services to be provided will be in accordance with Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5100-14E. Services required include all phases and necessary incidental services for the above cited projects, as well as others, which may arise to be funded by an FAA and/or an Arkansas Department of Aeronautics Grant within the next five years. Fee information will not be considered in the selection process and must not be submitted with a statement of qualification. Fees will be negotiated for the project after a consultant has been selected.
A qualification based selection process conforming to FAA Advisory Circular 150-5100-14E will be utilized to select the most qualified firm. Selection criteria will include, but may not be limited to:
1. Capability to perform all aspects of project
2. Familiarity with the area and facility
3. Reputation
4. Recent experience in airport projects
5. Quality of previous airport projects undertaken
6. Ability to meet schedules within budget
Selection will be based on the submittals received. The Sponsor does not wish to entertain unsolicited marketing calls. Any contact with the City or Airport officials will result in removal of the respondent’s submittal for consideration. Fees will be negotiated with the selected consultant for the services to be performed under the initial grant. Subsequent fees will be negotiated as grants are obtained. Contracts will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation). The contract will be for 5 years.
Interested firms must submit seven (7) copies of their Statement of Qualifications and experience, along with references to: Mark Pepple, Manager 518 CR 308 Berryville AR 72616 by 4:00 p.m., by July 7th at 3:00 pm.
