APPROPRIATION ORDINANCE
BE IT ENACTED BY THE QUORUM COURT OF THE COUNTY OF PULASKI, STATE OF ARKANSAS, AN ORDINANCE TO BE ENTITLED:
AN ORDINANCE AMENDING ORDINANCE 25-OR-52 (2026 ANNUAL BUDGET, PULASKI COUNTY, ARKANSAS) TO APPROPRIATE ROAD AND BRIDGE FUNDS FOR VARIOUS PROJECTS.
WHEREAS, The Quorum Court acknowledges that County Road and Bridge Funds are dedicated revenues (state fuel taxes, sales taxes, and registration fees) used for constructing, maintaining, and repairing county roads, bridges, and related infrastructure, such as drainage, and are legally restricted to transportation projects and cannot be used for unrelated county expenses, though they can support county-connected projects; and
WHEREAS, The Quorum Court acknowledges that the following projects will be funded upon adoption of this ordinance:
1) Southwest Trail Phase 2 – Construction of section that extends the existing Southwest Trail from Hilario Springs to Baseline Road (Local Match) - $1,249,264; and
2) Providence Park Streets Phase 2 – Construction in progress- $864,146; and
3) Southwest Trail Phases 8 & 9 – Construction that extends trail from the Arkansas State Fairgrounds to Little Rock Central - $1,500,000; and
4) Southeast Trail Phases 2 & 3 - Easements, Engineering, & Construction (extends from the end of the Phase 1 on the Arkansas River levee to the Clinton National Airport Terminal) - $3,420,948; and
5) Snow & Ice Removal Equipment- To modernize the county’s snow & ice removal equipment and develop a pre-treatment program: $2,600,000; and
6) Hwy. 365 I-40 to Marche Widening (ArDOT) - Construction Local Match - $2,550,000
7) NLR Main Street Viaduct - Environmental & Engineering for replacement of the 100 plus year old structure in downtown North Little Rock- $2,500,000
8) Pratt Remmel – Zeuber Connection – Engineering & Construction project for further development of the Port of Little Rock - $3,693,226
9) Providence Park Streets Phase 3 – Construction for streets in third and final phase of the Park - $1,762,265
NOW THEREFORE BE IT ORDAINED BY THE PULASKI COUNTY QUORUM COURT, STATE OF ARKANSAS:
Article 1. The 2026 Annual Budget, Pulaski County, Arkansas, as adopted by reference by Ordinance No. 25-OR-52, is amended as follows and not to be incorporated into the Pulaski County Code Road and Bridge Fund (Fund 2000)-Available for Appropriation - DECREASE $20,139,849

Article 3. SEVERABILITY: If any part of this ordinance is held invalid, such invalidity shall not affect any other portion of this ordinance.
Article 4. REPEALER: All laws and parts of laws in conflict with this ordinance are hereby repealed.
