Public Notice
Pursuant to the Arkansas Operating Air Permit Program, 8 CAR § 42-502, the Arkansas Department of Energy and Environment (E&E), Division of Environmental Quality (DEQ), Office of Air Quality gives the following notice:
West Fraser, Inc. - Mansfield (64•00049) operates a facility located at 700 Highway 71 South, Mansfield, AR 72944. This facility has submitted an application to replace Shavings Cyclone Collectors (SN-05 and SN-13) and recalculate their emissions using a new method of calculation. Permitted annual emissions increased by 3.7 tpy PM10. Permitted annual emissions decreased by 37.7 tpy PM.
The application has been reviewed by DEQ staff and has received DEQ’s tentative approval subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting DEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact Bart Patton, Engineer. Both DEQ Air Permits Branch and Professional Engineer, Bart Patton can be reached at the Division of Environmental Quality’s central office, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317, telephone: (501) 682-0744.
The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx.
Comments will be accepted in accordance with 8 CAR § 11-208. During the public comment period, any person may submit written comments to DEQ at the above address Attention: DEQ Air Permits Branch or to ee.airpermits@arkansas.gov by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with 8 CAR § 11-211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (8 CAR pt. 11) and 8 CAR pt. 42.
