NPDES Permit Modification and Renewal AR0035807 and State Construction Permit AR0035807C
Under the provisions of Act 163 of the 1993 Arkansas Legislature, this is to give notice the Office of Water Quality of Arkansas Energy & Environment-Division of Environmental Quality received an application on April 30, 2026, with all additional information received by May 13, 2026, for the modification and renewal of NPDES Permit AR0035807 and issuance of State Construction Permit No. AR0035807C from the following facility:

The application has been deemed administratively complete and is undergoing technical review by the Office of Water Quality for compliance with State and Federal regulations. The facility under consideration is located as follows: Liberty Valley Road, Bald Knob, in White County, Arkansas.
Proposed Construction will include addition of a caustic soda feed system and supplemental peracetic acid disinfection, and reorientation of valves to direct influent to the equalization basin as the primary flow path. There is no change in the design flow of 0.675 MGD.
Interested persons desiring to request a public hearing on the application may do so in writing. The Division shall have the discretion to decide whether to hold a public hearing, unless otherwise required by law or regulation. If a hearing is scheduled, adequate public notice will be given in this newspaper. All requests shall be submitted in writing and must include the reasons for the necessity of a public hearing. All requests should be received by DEQ within 10 business days of the date of this notice and should be submitted to:
