REQUEST FOR STATEMENT OF QUALIFICATIONS
PROFESSIONAL SERVICES FOR NATURAL CHANNEL DESIGN, FEDERAL REGULATORY PERMITTING
The City of Rogers is requesting Statements of Qualifications (SOQs) from firms interested in performing Natural Channel Design services, including engineering, plan design, hydrologic and hydraulic modeling, and all associated and federal regulatory permitting for work around jurisdictional waters, wetlands, floodplains, and stream channels. The work is funded by the Climate Pollution Reduction Grant (CPRG) subaward from Metroplan to the City of Rogers (Subaward CPRG-NWA-001; EPA award 02F75801). Work under this grant is subject to all relevant local, state, and federal regulations, including the CPRG subaward provisions and EPA requirements.
Firms shall document in the SOQ that the proposed principal-in-charge and key staff have experience working on federal, state, or municipal engineering projects. Firms shall demonstrate experience with natural channel design principles, bioengineering for bank stabilization, in-stream habitat enhancement, riparian zone restoration and revegetation, hydrologic and hydraulic modeling, aquatic organism passage, sediment transport, and all required state and federal permitting.
Firms shall disclose any current or recent work for parties with an interest in the project area, such as developers or adjacent landowners, and describe how any potential conflict of interest will be managed.
Project Description
The project consists of approximately 4,200 linear feet of stream restoration in an urban setting. The selected firm will be responsible for creating a stable channel design that follows natural channel design principles, creating a well-connected floodplain planted with ecoregion-specific native species, performing all necessary hydrologic and hydraulic calculations, preparing and filing all necessary permit documents at the local, state, and federal levels, and, if needed, submitting a Letter of Map Revision (LOMR) to FEMA. The design must meet the standards of the City of Rogers Drainage Criteria Manual and Chapter 22 of the City of Rogers Code of Ordinances.
This project has a schedule driven by the grant. Firms should demonstrate their ability to have construction plans complete and approved by the City, with all required permit applications submitted, by May 1, 2027. Construction work is intended to be completed by December 31, 2027. The Firm will coordinate with Metroplan on the EPA Cross-Cutter Report.
Selection Process
The selection committee will review and score all SOQs received using the criteria below and will rank the firms. The highest-ranked firm will be asked to submit a detailed proposal based on a scope of work provided by the City and to negotiate a contract. Price is not a selection factor. Fees will be negotiated with the highest-ranked firm; if a fair and reasonable fee cannot be agreed, the City will end negotiations and proceed to the next-ranked firm. The contract is subject to City Council approval.
SOQs will be scored on professional staff, including education, experience, number of personnel available, and any partnerships with subconsultants (10 points); general and professional reputation, including responsiveness to civil rights and equal employment opportunity requirements and opportunities (10); past work performance, or evaluations from other clients when the firm has not worked for the City previously (10); experience with projects similar to this one (10); clear understanding of the scope of work (20); a comprehensive, coherent, and detailed work plan, which may include innovative concepts or alternatives and quality control procedures (20); a realistic work schedule and workload capacity (10); proposed working office location, need for a local office, and any local representative (5); and identification of subconsultants and responsiveness to DBE goals and opportunities (5), for a total of 100 points.
Required Submittal Contents
The SOQ is limited to 25 pages on 8.5” x 11” paper, including resumes. Each 11” x 17” page counts as two pages. The cover, cover letter, table of contents, section dividers, and the required forms below do not count toward the page limit. Each firm must hold an active registration in SAM.gov and must not be suspended or debarred. The following forms must be included with the SOQ:
• Standard Form 330, Part II, for the prime firm and each subconsultant
• Current equal employment opportunity policy, or a signed statement that the firm has no such policy, for the prime firm and each subconsultant (Ark. Code Ann. § 19-11-104)
• Arkansas DFA Illegal Immigrant Contractor Disclosure Form dated within the last 12 months (Ark. Code Ann. § 19-11-105)
• EPA Certification Regarding Debarment, Suspension, and Other Responsibility Matters
• Certification Regarding Lobbying (required for contracts over $100,000)
