FLETCHER AVENUE EXTENSION – WEST
General Notice
City of Tontitown, Arkansas (Owner) is requesting Bids for the construction of the following Project:
Fletcher Avenue Extension – West
T-2024-110
Bids for the construction of the Project will be received at the City Hall located at 235 E Henri de Tonti Blvd, Tontitown, Arkansas 72762, until Tuesday, December 1, 2026 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Completion of the Fletcher Avenue collector roadway between the existing Barrington Road intersection and Klenc Road. A portion of Fletcher Avenue has already been constructed; this Project constructs the remaining approximately 1,336 linear feet, from STA 12+40 to STA 25+76, westward to Klenc Road, together with half-street improvements along Klenc Road. The half-street improvements along Klenc Road are included in this Project as Deductive Alternate No. 1. The Work includes site preparation, clearing and grubbing; roadway excavation, embankment, undercut, and engineered subgrade; storm drainage piping, flared end sections, cast-in-place drop inlets, and a headwall with safety rail; water main, valves, fire hydrants, steel encasement, and service tie-overs; aggregate base course and asphalt paving; concrete curb and gutter, sidewalk, multi-use trail, driveways, and ADA ramps; barbed wire, welded pipe, and wooden privacy fencing; erosion and sediment control; trench safety; pavement markings and signing; street trees; and traffic control.
Bids are requested for the following Contract: Fletcher Avenue Extension – West, Contract No. T-2024-110
The Contract Time for the Base Bid, which includes Deductive Alternate No. 1, is 180 calendar days to Substantial Completion and 210 calendar days to final completion. If Deductive Alternate No. 1 is deducted, the Contract Time is 150 calendar days to Substantial Completion and 180 calendar days to final completion. Contract Times commence as provided in the Agreement.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 10:00 a.m. and 3:00 p.m. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A MANDATORY pre-bid conference for the Project will be held on Tuesday, November 10, 2026 at 10:00 a.m. at Tontitown City Hall, 235 E Henri de Tonti Blvd, Tontitown, Arkansas 72762. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Bid security in the amount of five percent (5%) of the total Base Bid, in the form of a cashier’s check or a bid bond issued by a corporate surety authorized to do business in Arkansas, must accompany each Bid as required by Ark. Code Ann. § 22-9-203. A Bid submitted without Bid security is void.
The Owner’s contact for Bid submittal and the Bid opening is Brad Spurlock, Planning Director, City of Tontitown. Questions regarding the Bidding Documents must be directed to the Engineer as provided in the Instructions to Bidders.
Each Bidder must hold, before submitting its Bid, a current Arkansas Contractors Licensing Board license of the proper classification for the work bid, as required by Ark. Code Ann. § 17-25-313, and must enter its license number on the Bid Form.
This Contract includes one alternate, Deductive Alternate No. 1 (Klenc Road half-street improvements), and it is deductive. The Klenc Road half-street improvements are included in the Total Base Bid, and every Bidder must price every item of that Work on the Bid Schedule. Bidder must also state the amount to be deducted from the Total Base Bid if the Owner elects not to award that Work. In accordance with Ark. Code Ann. § 22-9-203(f), the alternate is applied by deduction in numerical order.
Performance and payment bonds, each in a sum equal to the Contract Price, will be required of the Successful Bidder in accordance with Ark. Code Ann. § 18-44-503.
The Owner reserves the right to reject any or all Bids and to waive any formalities, as provided in Ark. Code Ann. § 22-9-203(c)(1)(F).
