Alma Southside Sidewalk Improvements
City of Alma, Arkansas
SEALED PROPOSALS will be received by the City of Alma at the City Council Meeting Room at 804 Fayetteville Avenue, Alma, Arkansas 72921 for the Alma Southside Sidewalk Improvements (ARDOT Job No. 040961) project. The proposals will be publicly opened and read aloud at the City Council Meeting Room at 2:00 p.m. (Local Time), November 10th, 2026.
A pre-bid conference will be held at 2:00 p.m. (Local Time), Tuesday, October 27th, 2026, at the City Council Meeting Room, 804 Fayetteville Avenue, Alma, Arkansas 72921. Attendance is optional if bidding on this project.
THE PROJECT includes, but is not limited to, the following general items of work:
The proposed improvements include approximately 2,240 square yards of 4” concrete sidewalk and other improvements including but not limited to earthwork, sidewalk ramps, driveways, storm drainage, utility lines, and other items necessary to complete the project and as shown on the plans.
Includes sidewalks along the following streets:
• Along Mulberry Street between Henry Street and Seals Street. Also, approximately 250ft on Mulberry Street west of Henry Street.
• Along Seals Street.
• Along East Street between Seals Street and Harris Drive.
• On South Street between East Street and London Street.
• On London Street between Henry Street and Airport Road. Also, 375ft towards Harris Drive from Airport Road.
The Contract Documents may be examined at the office of the Engineer at 5704 Euper Lane, Suite 200, Fort Smith, AR 72903. However, to obtain a copy of the Contract Documents, they are only available via download at QuestCDN.com (Project No. 10412163) for a fee of $30.00. Build America, Buy America provisions apply to this project. The Arkansas State Highway and Transportation Department’s Standard Specification 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all of the federal requirements for Buy America.
BIDDERS ARE ADVISED that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law. Licensure is not required to submit a bid; however, evidence of licensure shall be provided to the Owner prior to signing the contract.
Pursuant to Arkansas Code annotated 22-9-203, the Owner encourages all qualified small, minority, and women business enterprises to bid on and receive contracts for goods, services, and construction. The Owner also encourages general contractors to subcontract portions of their contract to qualified small, minority, and women business enterprises.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications.
The City of Alma, Arkansas hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws, and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
BIDDING SECURITY in an amount not less than five percent (5%) of the total Bid shall be furnished.
The City of Alma reserves the right to reject any or all bids, waive any or all formalities, and to award the contract to the bidder or bidders who, in the opinion of the Owner, offers the proposal to the best interest of same.
