City of Mulberry, Arkansas, P. O. Box 448, Mulberry, Arkansas 72947
Separate sealed Bids for the construction of the Mulberry Water Treatment Plant – Flooring, Roofing, and Pavement Improvements Project will be received by the City of Mulberry, Arkansas at the offices of Hawkins-Weir Engineers, Inc., 110 South 7th Street, Van Buren, Arkansas 72957 until 2:00 p.m. on Tuesday, October 13, 2026, and then at said office publicly opened and read aloud.
This project consists of the Mulberry Water Treatment Plant Operations Building flooring replacement (approximately 850 SF), Mulberry Water Treatment Plant Operations Building Roof replacement (approximately 2,604 SF), Mulberry Water Treatment Plant Raw Water Pump Station Roof replacement (approximately 960 SF), and the Mulberry Water Treatment Plant asphalt Access Road Pavement improvements (approximately 4150 feet in length and 12 feet in width).

Copies may be obtained online from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN.

Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from QuestCDN.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas State Revolving Fund (SRF) Programs as described in the contract documents.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the SRF programs is in the Supplemental General Conditions in the Contract Documents.
This publication was paid for by the City of Mulberry, Arkansas, and the cost of the publication is $461.58 per Arkansas Act 954 of 2021 and related statutes.
