REQUEST FOR QUALIFICATIONS
WATER SYSTEM MASTER PLAN
City of Harrison, Arkansas
The City of Harrison, Arkansas (“City”), is soliciting Statements of Qualifications (“SOQs”) from qualified professional engineering firms interested in providing professional engineering and planning services for the preparation of a comprehensive Water System Master Plan for the City of Harrison.
The purpose of the Water System Master Plan is to provide the City with a comprehensive assessment of its existing potable water storage, transmission, and distribution systems and to establish a prioritized, financially feasible plan for maintaining, improving, expanding, and managing the City’s water system over a minimum planning horizon of twenty (20) years.

Statements of Qualifications (SOQ’s) will be accepted until 4 p.m. (local time) on October 22, 2026 at the Harrison Public Works Facility located at 303 N. 3rd Street, Harrison, AR, 72601. Packages may also be hand-delivered in person to the Public Works Facility by the required date and time. Submittal packages delivered after the posted deadline will not be considered for selection.
During the evaluation process, the City reserves the right, in the best interest of the City, to request additional information or clarification, to perform reference checks and to request a meeting with any firm submitting a response, or to reject any and all submittals. The City welcomes submittals from firms with a diverse workforce, including women- and minority-owned firms.
