Public Notice of Request for Qualifications (RFQ) For Professional Consulting Services
Notice is hereby given that Southeast Arkansas Economic Development District, Inc. (SEAEDD) of Pine Bluff, Arkansas, North Louisiana & Arkansas Railroad (NL&A) of Lake Village, Arkansas, Lake Providence Port Commission (LPPC) of Lake Providence, Louisiana and the Chicot-Desha Metropolitan Port Authority (CDMPA) of McGehee, Arkansas are seeking statements of qualifications from qualified firms to provide professional consulting services that will support rail and port infrastructure improvement project(s) in Southeast Arkansas and Northeast Louisiana.
Procedures for selection of a firm will be in accordance with state & federal procurement requirements. All RFQ responses will be evaluated by a committee appointed by the SEAEDD. All RFQ responses will be evaluated in terms of qualifications & technical competence, project approach & understanding, federal/state funding experience, past performance, and rurality & density. Negotiations will begin with the respondent obtaining the highest total score in the evaluation process. The terms of any contract for professional consulting services awarded in conjunction with this RFQ shall be subject to any required approvals from the funding agency.
