General Notice
CITY OF HEBER SPRINGS (Owner) is requesting Bids for the construction of the following Project:
STORMWATER IMPROVEMENTS 2026

Bids for the construction of the Project will be received at the CITY HALL located at 806 W MAIN ST, HEBER SPRINGS, AR 72543 until OCTOBER 6, 2026 at 3 P.M. local time. At that time the Bids received will be PUBLICLY opened and read.
The Project includes the following Work:
1. the installation of various sizes of box culvert and drainage pipe as detailed on the plans and in the bid form.
2. mobilization and demobilization
3. clearing, grubbing and erosion control
4. site grading
5. culvert trenching, bedding, backfill, and compaction
6. surface repair
7. utility relocations
8. miscellaneous appurtenances
9. safety systems
10. items of construction work and/or materials not specifically addressed herein, but nonetheless required for a complete, operating, and acceptable installation of the work shall be considered subsidiary to the associated unit cost, and the cost thereof shall be considered to be included.
The Project has an expected duration of 270 days.

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7 a.m. to 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Owner expressly reserves the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept that bid which in its judgment, best serves the interest of the Owner. The Owner encourages participation by small, minority, and women owned business enterprises. No potential supplier/contractors/sub-contractors will be precluded from consideration on the basis of race, color, religion, sex, age or national origin.
The project is financed in-part by the FEMA Pre-Disaster Mitigation Grant Program (PDM-FY2024). Each bidder must comply with the requirements, terms, and conditions of 2 CFR Part 200.327 and the FY 2024 DHS Standard Terms and Conditions.
