ADVERTISEMENT FOR REQUEST FOR QUALIFICATIONS (RFQ)
PROFESSIONAL GRANT ADMINISTRATION SERVICES
The City of Tontitown, Arkansas, is soliciting Statements of Qualifications from qualified firms and individuals interested in providing professional grant administration services for a project funded through the USDOT for a BUILD grant.
The selected consultant will assist the city with grant management activities, which include:
• Environmental review coordination;
• Project implementation and administration;
• Compliance with federal and state regulations;
• Financial management and reporting;
• Labor standards compliance;
• Procurement assistance;
• Preparation of performance reports and closeout documents; and
• Other grant-related administrative services as required.
Firms must demonstrate experience in the administration of federal grant programs, including federal highway administration and other applicable funding sources.
Statements of Qualifications shall include:
1. Firm background and qualifications.
2. Experience with similar projects and grant programs.
3. Resumes of key personnel.
4. Description of available resources and capabilities.
5. References from at least three municipalities or public entities.
6. Proposed approach to grant administration services.
7. Statement regarding any potential conflicts of interest.
Selection will be based on qualifications, experience, past performance, capacity to perform the work, and familiarity with applicable grant requirements. The City reserves the right to reject any or all submissions and to waive any informalities in the selection process.
Statements of Qualifications must be received no later than October 2, 2026, at 4:00 p.m., and should be submitted to:
