Under the provisions of Act 163 of the 1993 Arkansas Legislature, this is to give notice the Office of Water Quality of Arkansas Energy & Environment-Division of Environmental Quality received an application for State Construction Permit Number AR0048691C on August 12, 2026, from the following facility:

The application has been deemed administratively complete and is undergoing technical review by the Office of Water Quality for compliance with State and Federal regulations. The facility under consideration is located as follows: 8301 Sanderson Lane, Texarkana, in Miller County, Arkansas.
Proposed Construction will include replacing the primary screen and grit chamber with larger capacity units, addition of 1 secondary clarifier, addition of 2 aeration basins, and addition of 1 UV unit to increase the design flow to 2.0 MGD. The existing treatment system is: lift station, bar screen, grit removal, aerated activated sludge, secondary clarification, post aeration, and UV disinfection with a design flow of 0.95 MGD.
Interested persons desiring to request a public hearing on the application may do so in writing. The Division shall have the discretion to decide whether to hold a public hearing, unless otherwise required by law or regulation. If a hearing is scheduled, adequate public notice will be given in this newspaper. All requests shall be submitted in writing and must include the reasons for the necessity of a public hearing. All requests should be received by DEQ within 10 business days of the date of this notice and should be submitted to:
