NOTICE OF PUBLIC HEARING
Notice is hereby given, pursuant to Act No. 852 of the Acts of Arkansas of 1987, as amended and Section 147(f) of the Internal Revenue Code of 1986, as amended that a public hearing will be conducted on behalf of the Arkansas Development Finance Authority (the “Issuer”), on July 29, 2026, at 10:30 a.m. at the offices of the Springdale Housing Authority located at 5 Applegate Drive, Springdale, Arkansas 72764, concerning the issuance of an aggregate principal amount not to exceed $23,000,000 in multifamily housing bonds (the “Bonds”), in one or more series, pursuant to a plan of financing, the proceeds of which are to be used to finance a portion of the cost of the acquisition, construction, development, rehabilitation, financing, equipping, operation and ownership of a total of approximately 138 living units for individuals and families of low and moderate income known as Ford Avenue Flats to be located on two separate parcels of vacant land with the north parcel being immediately north of Ford Avenue between Ford Avenue and Barker Lane and the south parcel being at the southeast corner of Butterfield Coach Road and Ford Avenue in Springdale, Washington County, Arkansas (the “Project”). The initial owner, operator or manager of the Project will be MHMP 23 Ford Avenue Flats LLLP, an Arkansas limited liability limited partnership, or its successors or assigns (the “Borrower”).
The Bonds, when issued, will be special, limited obligations of the Issuer payable solely out of the revenues derived from financing agreements with the Borrower. THE BONDS DO NOT CONSTITUTE A LIABILITY OF THE ARKANSAS DEVELOPMENT FINANCE AUTHORITY OR OF ANY OTHER POLITICAL SUBDIVISION OF THE STATE OF ARKANSAS WHATSOEVER. PAYMENT ON THE BONDS IS NOT TO BE MADE FROM TAXES OR ANY OTHER PUBLIC FUNDS.
Interested persons are invited to attend this public hearing and will be given the opportunity to express their views concerning the approval of the issuance of the Bonds for the purposes of financing the Project.
You may submit written comments to the Issuer which must be submitted by 5:00 p.m. on July 28, 2026, to the attention of John Blackwell, Arkansas Development Finance Authority, 1 Commerce Way, Little Rock, Arkansas 72202. This notice is given pursuant to Act No. 852 of the Acts of Arkansas of 1987, as amended and Section 147(f) of the Internal Revenue Code of 1986, as amended.
