Pursuant to the Arkansas Operating Air Permit Program, 8 CAR § 42-502, the Arkansas Department of Energy and Environment (E&E), Division of Environmental Quality (DEQ), Office of Air Quality gives the following notice:
Green Bay Packaging Inc. - Arkansas Kraft Division (15•00001) operates a facility located at
338 Highway 113 South, Morrilton, AR 72110. With this renewal, there are no physical changes or changes in the facility’s method of operation proposed. The Insignificant Activity’s list is updated to include more storage tanks. Emissions factors are updated, citations are updated, and typographical errors are corrected.
Permitted emission rates increased by: 0.6 tpy of PM, 8.6 tpy of PM10, 75.5 tpy of VOC, 21.5 tpy of CO, 0.2 tpy of NOX, 26.05 tpy of H2S, 4.05 tpy of TRS, 1.92 tpy of Sulfuric Acid Mist, 1.42 tpy of Acetone, and various increases in individual HAP emissions. Permitted emission rates decreased by 0.072905 tpy of Lead, 11.92 tpy of Acetaldehyde, 0.25 tpy of Formaldehyde,
182.32 tpy of Total HAPs, and 6.24 tpy of Ammonia.
The application has been reviewed by DEQ staff and has received DEQ’s tentative approval
subject to the terms of this notice.

Comments will be accepted in accordance with 8 CAR § 11-208. During the public comment period, any person may submit written comments to DEQ at the above address Attention: DEQ Air Permits Branch or to ee.airpermits@arkansas.gov by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with 8 CAR § 11-211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (8 CAR pt. 11) and 8 CAR pt. 42.
