INVITATION TO BID
Separate sealed bids for Pollution Control Work (PCW) Peak Flow Improvements, HWEI Project No. 2023089, will be received by City Corporation – Russellville Water & Sewer, at the Utility’s offices (205 West 3rd Place, Russellville, AR 72801) until 2:00 P.M. (Local Time), Wednesday, July 22, 2026, and then at said office publicly opened and read aloud. Bids shall be addressed City Corporation – Russellville Water & Sewer, 205 West 3rd Place, Russellville, AR 72801, and shall be labeled “Bid for PCW Peak Flow Improvements, HWEI Project No. 2023089”. Bidders are to include their Arkansas License number on the outside of their sealed bid. Any bid received after the scheduled opening time will be returned unopened.
The project includes modification of the PCW’s influent pump station, equalization basin, and piping to improve hydraulic influent capacity including piping, valves, flow meter, pipe supports, demolition, electrical and controls improvements, and all appurtenances to complete the project as shown on the Plans and indicated in the Specifications.

Copies may be obtained from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. All Bidder questions must be submitted through the QuestCDN project portal page. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17-25-101 and related statutes.
A Non-Mandatory Pre-Bid Meeting will be held on Tuesday, July 14, 2026, at 10:00 a.m. at the project site: 404 Jimmy Lile Road, Russellville, Arkansas 72802.
City Corporation – Russellville Water & Sewer reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
