CONSOLIDATED C-130J MAINTENANCE FACILITY

The Arkansas Department of the Military is soliciting responses from qualified consultants to provide professional architecture and engineering design services as defined by the SAS/Division of Building Authority 22 CAR § 111- Minimum Standards and Criteria (MSC) for the construction of a new Consolidated C-130J Maintenance Facility located at Little Rock Air Force Base in Jacksonville, Pulaski County, Arkansas.
The project involves demolition of existing facilities, site work, and new construction of a 70,160 SF consolidated Aircraft Maintenance, Fuel System Maintenance and Corrosion Control Maintenance facility for C-130J aircraft, utilizing conventional design and construction methods, to accommodate the mission of the facility. The facility will be designed as permanent construction in accordance with Unified Facilities Criteria (UFC) 1-200-01 “DoD Building Code” and all Discipline-Specific Core UFCs referenced therein, the UFC 1-200-02 “High Performance and Sustainable Building Requirements”, the UFC 4-010 series Antiterrorism and Cybersecurity publications, and the UFC 4-200 series “Maintenance and Production” publications. The facility should be compatible with applicable DoD, Air Force, Air National Guard and installation design standards. In addition, local materials and construction techniques shall be used where cost effective. Special Construction Requirements include Concrete foundation and floor, steel structure, steel roof, and masonry/steel exterior. Provide Occupational Health and Safety compliant space for fuel system and corrosion control maintenance functions. Agency intends to award this contract to one consultant having the capability to provide the required services in-house but shall consider awarding the contract to a consulting firm with outside sub-consultants.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalists for interviews in accordance with the MSC. The Agency intends to award one contract under this solicitation and to negotiate fees on a percentage basis, lump sum basis or an hourly not-to-exceed basis on individual project assignments as appropriate for the contemplated work.
The deadline for submitting detailed responses to this RFQ will be 14 July 2026.
