Texarkana Water Utilities (TWU) is requesting separate sealed proposals from qualified service providers to grind all commercial green waste and commercial wood products for the Cities of Texarkana, Arkansas and Texarkana, Texas.
The selected provider will be responsible for the grinding, removal, and disposal of all wood chips produced. At no time may the volume of wood chips stored at the site exceed 10,000 cubic yards. The selected provider will utilize TWU’s site located at 4000 South Stateline Avenue, Texarkana, Texas.
Sealed proposals will be received by Texarkana Water Utilities at the Office of the Director, P.O. Box 2008, Texarkana, Texas 75504, or 801 Wood Street, Texarkana, Texas 75501, until 2:00 PM on July 28, 2026. Proposals will then be publicly opened and referred for review.
The scope of work includes furnishing all equipment, trucks, personnel, and supervision necessary to manage and grind all commercial green waste and commercial wood products. The selected provider shall also be responsible for:
• Supplying all personnel required for grinding operations
• Providing office facilities necessary for operations
• Removal and disposal of all wood chips produced
• Collection of all applicable fees
• Managing traffic flow and site operations
