INVESTMENT BANKING FIRMS TO SERVE AS UNDERWRITER FOR THE ISSUANCE OF SALES AND USE TAX REVENUE RUFUNDING AND IMPROVEMENT BONDS

The City of Bentonville is requesting Statements of Qualifications from properly qualified, experienced and licensed investment banking firms to serve as underwriter for the issuance of sales and use tax revenue refunding and improvement bonds to finance Street, Parks and Recreation, Police, Fire, Library, and drainage improvements along with a new radio communication system. The financing plan also includes refunding the Series 2009, Series 2010, and Series 2017 Bonds.
The City reserves the right to award a contract for the underwriting services to more than one firm. There is a potential for the City to award underwriting services under this RFQ to more than one firm; however, the City may elect to award the complete services to one firm, whatever is in the City's best interest as determined by the City, including the Selection Committee.
Interested parties can obtain the required Response Packet by emailing purchasing@bentonvillear.com, by calling 479-271-3115, from the Purchasing Office located at the address below, or by downloading the documents from the City's website by visiting http://bentonvillear.com/211/Purchasing and selecting 'Review Open RFQs/RFPs'.
The Submission Deadline is 4:30pm Friday, March 12, 2021. Submissions may be mailed or hand-delivered to the Purchasing Office located on the 2nd floor of the City of Bentonville Administrative Services Building, located at 1000 SW 14th Street Bentonville, AR 72712. Submissions must be submitted in a sealed envelope with RFQ-21-15 on the outer envelope and must be received by the Purchasing Office prior to the Submission Deadline.

Brief Job Description: The White Hall District Improvements Project- Phase V includes the building package for the new Performing Arts Building. The approximate 46,000 SF Performing Arts building will house an approximate 1200 seat auditorium, multiple classrooms, band and vocal practice areas, individual practice rooms, offices, instrument storage rooms, uniform storage rooms, etc. The building is located and ties into the North end of the existing High School.
BID OPENING INFORMATION: Due to the current health crisis we are facing and to minimize interaction between Owner, Architect, GC and Trade Contractors there will NOT be a public opening, all bids will be read aloud via Microsoft Teams meeting invitation. All trade contractors that wish to hear the bids read aloud are instructed to call in or log-in using the information provided through the Building Connected instructions for Microsoft Teams Meeting, February 11 @ 2:00 pm.
Proposals should be received no later than 12:00 p.m. Thursday, February 11, via uploading to Building Connected or emailed to the above email addressee’s up to 12:00 P.M. Bids received after the above stated closing time will not be accepted. Bids are to be on a lump sum basis and on the required Bid Forms. Bidders must comply with regulatory & licensing requirements of the State of Arkansas and other applicable Arkansas statutes. A 5% Bid Bond is Required for bids over $50,000, made out to Nabholz Construction.
Hand delivered bids to Nabholz Little Rock office at 1718 Aldersgate Road need to be “in sealed envelope” with the job name and bid package name on the outside of the envelope. There will be a drop off box under the covered awning at front entrance.
Once bids are received, they will be reviewed for completeness. All bids will be taken under advisement. The Owner and Nabholz Construction Services reserve the right to reject any or all bids and to waive any informality or irregularity in any bid.
All safety regulations, including, federal (OSHA), state, and local, Construction Manager policy. See Section 007 Health and Safety Requirements in the Bid Packet. In addition, Construction Manager will enforce a NO SUBSTANCE ABUSE policy, and will not permit the use of tobacco on the Project site. Nabholz is an equal-opportunity employer.
