There will be an optional pre-bid meeting Wednesday March 3, 2021 at 10 a.m. at the Statehouse Convention Center Atrium located at #1 Statehouse Plaza, Little Rock.

Electronic bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, will be received by email to the following address, harold.hounwanou@lrwra.com, until 10:00 am on March 4, 2021 and then opened and read aloud on a Microsoft Teams call for furnishing all labor and material and performing all Work required to construct the FOURCHE CREEK WATER RECLAMATION FACILITY (FCWRF) INDUSTRIAL EQUALIZATION (EQ) BASIN MODIFICAITONS AND REHABILITATION. Test emails will be sent for confirmation before the bid. An invitation for the Microsoft Teams meeting will be sent to the bidder representatives that requested the bid documents unless a different representative email address is provided.
Given the current pandemic limited administrative staff are located at the Authority’s
office, and as such in-person delivery is discouraged. Sealed physical bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, shall be addressed to: Harold Hounwanou, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204. The sealed physical bids shall be postmarked by bid opening on March 4, 2021 for furnishing all labor and material and performing all Work required to construct the FCWRF Industrial EQ Basin Modifications and Rehabilitation.
The emailed bid shall be a black and white scan of the physical bid documents, to include bid bonds or certified/bank check. All other references throughout these documents regarding physical bid delivery are updated by this language. The Authority would prefer one email of no more than 25 MB per bidder. The electronic bids are the official bid documents. The only purpose for sending the physical copies is the need for original security documents. Only bidders who have sent their bids electronically before 10:00 am on March 4, 2021 will be accepted.
LRWRA is seeking to rehabilitate the concrete equalization basin at the Fourche Creek Water Reclamation Facility to more reliably and efficiently receive flows from industrial contributors. This project will address degrading concrete as well as provide plant staff variability in the operating scheme.
This project consists of cleaning and coating of both existing and proposed concrete walls, crack injection to the existing concrete walls, reconfiguration of the attenuation scheme of the flow via the addition of concrete walls, a new pump vault and some yard piping.
A non-mandatory pre-bid conference will be hosted virtually at 2:00 pm on February 25, 2021. Contractors need to be able to use Microsoft Teams. An invitation for the Microsoft Teams meeting will be sent to the bidder representative’s email that requested the bid documents unless a different representative email address is provided. Please send the preferred email address for the pre-bid meeting by email to Harold.Hounwanou@lrwra.com no later than 4:30 pm Central Standard Time on February 24, 2021.
Contractor’s Bid shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 00201 Information for Bidders of the Contract Documents.
The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts.
The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received. Bidders must be licensed in compliance with Arkansas Contractor’s Licensing Law found in Arkansas Code 17-25-101, etc.
