Pursuant to A.C.A. §8-4-203, and the regulations promulgated thereunder, the Office of Air Quality of the Division of Environmental Quality of the Arkansas Department of Energy and Environment gives the following notice:
The Division of Environmental Quality is proposing to renew the general air permit for qualifying Minor Source Hot Mix Asphalt Facilities (1912-AGP-000) located within the borders of the state of Arkansas. This is the fourth renewal of the permit. In this renewal Specific Condition 45 which required testing for engines not required by Federal Regulation was revised to make its requirements more clear. No other changes were made.
Citizens wishing to examine the draft permit and staff findings and recommendations may do so by contacting DEQ Air Permits Branch. Citizens desiring technical information concerning the permit should contact Shawn Hutchings Engineer. Comments will be accepted in accordance with Reg.8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Division of Environmental Quality at the above address Attention: DEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this draft permit or to impose special conditions in accordance with Reg.8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8).

Dischargers Located within the State of Arkansas
This is to give notice that the Arkansas Department of Energy and Environment – Division of Environmental Quality (DEQ), Office of Water Quality, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0623, proposes a renewal of the Discharge General Permit ARG870000 for Pesticide Discharges located within the State of Arkansas under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.
Dischargers located within the State of Arkansas requesting coverage will be authorized to discharge to all allowable waters, as set forth in General Permit ARG870000. All receiving waters are a Water of the State, classified for raw water source for public, industrial, and agricultural water supplies, propagation of desirable species of fish and other aquatic life, and other compatible uses.
The submission of written comments by any person will be accepted by the Division during the public comment period. Any interested person may request a public hearing on the draft permitting decision during the public comment period. Delek Logistics Operating, LLC. (46-00675) operates a crude oil transfer station located at approximately 7197 CR 10: West side CR 10 North of Intersection with CR 22, Fouke, AR 71837. This facility has submitted an application to add hydrogen sulfide (H2S) emission limits to the truck unloading operations (SN-06), add biocide usage as SN-07, and add usage of a corrosion inhibitor to the permit's insignificant activities list as Group A-13 source. These listed changes result in total annual permitted emission limit increases of 4.9 tons of VOC and 0.01 ton of H2S.
