GENERAL PERMIT NOTICES OF INTENT
Public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has determined that the Notices of Intent (NOIs) seeking coverage under an Air Division General Permit submitted for the facilities listed below are administratively complete. Technical reviews of the NOIs are being conducted to determine if the source meets the qualification for coverage under the applicable General Permit. Documents for these matters are available for inspection or copying by contacting ADEQ's Air Division Permits Branch, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317. There may be a photocopying charge for some documents.
Interested persons may submit a written request for a public hearing for any of the Notices of Intent listed below. Such request must be submitted in writing to the Department at the above-noted address with Attention directed to the ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Request for public hearing must state the reasons for the necessity of a public hearing and be postmarked or submitted electronically to the Air Division Permits Branch within ten (10) business days of this notice. This notice shall expire at 4:30 p.m. Central Time on the tenth (10th) business day after publication of this notice. The Department has the discretion to determine whether a hearing is deemed necessary if a request is made.

This permit is for the land application of industrial process wastewater from the wash down of equipment, scrubber blowdown, water treatment system blowdown and stormwater.
This is a modified draft permit and only the modified portion of the permit is open for comment. The permittee requested the modification in order to add a Dewatering Pad and to collect the wastewater from any storage structures prior to land application. In addition, multiple conditions were updated for better clarification.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
DeSoto Gathering Company, LLC (West Cutthroat CPF-2) (12-00445) operates a facility located at 400 Waller Road, Quitman, AR 72131. This facility has submitted an application to renew the facility’s Title V permit, incorporated the applicable provisions of NSPS OOOO, include emission limits for trace HAPs emitted by combustion of natural gas at the facility, allow for the interchangeability of the G3516 and the G3516b ULB compressor engines, and updated the insignificant activities list. The total permitted emission increases include 0.6 tpy of CO, 1.4 tpy of NOx, 0.55 tpy of Benzene, and 8.70 tpy of Other HAPs. Total permitted emission decreases include 0.06 tpy of Formaldehyde and 0.15 tpy of H2S.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division ofthe Arkansas Department of Environmental Quality gives the following notice:
Viskase Companies, Inc. (47-00115) operates a facility located at 2221 East State Highway 198, Osceola, AR 72370. This facility has submitted an application to renew the Title V permit. With this renewal the requirements of 40 CFR Part 63, Subpart ZZZZ were added, HAPs from the boilers and engine are now listed in the permit as pollutants, and the insignificant activities list was updated to re-categorize some of the existing sources. Annual permitted emissions decreased 1.7 tons ofPM/PM10, 0.3 ton ofS02, 23.7 tons ofNOx, 5.1 tons of CO, and 1.8 ton of VOC, while permitted total HAP emissions increased 1.21 tons.
The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.

The permittee requested the modification in order to add a Dewatering Pad and to collect the wastewater from any storage structures prior to land application. In addition, multiple conditions were updated for better clarification.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
DeSoto Gathering Company, LLC (West Cutthroat CPF-2) (12-00445) operates a facility located at 400 Waller Road, Quitman, AR 72131. This facility has submitted an application to renew the facility’s Title V permit, incorporated the applicable provisions of NSPS OOOO, include emission limits for trace HAPs emitted by combustion of natural gas at the facility, allow for the interchangeability of the G3516 and the G3516b ULB compressor engines, and updated the insignificant activities list. The total permitted emission increases include 0.6 tpy of CO, 1.4 tpy of NOx, 0.55 tpy of Benzene, and 8.70 tpy of Other HAPs. Total permitted emission decreases include 0.06 tpy of Formaldehyde and 0.15 tpy of H2S.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Viskase Companies, Inc. (47-00115) operates a facility located at 2221 East State Highway 198, Osceola, AR 72370. This facility has submitted an application to renew the Title V permit. With this renewal the requirements of 40 CFR Part 63, Subpart ZZZZ were added, HAPs from the boilers and engine are now listed in the permit as pollutants, and the insignificant activities list was updated to re-categorize some of the existing sources. Annual permitted emissions decreased 1.7 tons ofPM/PM10, 0.3 ton ofS02, 23.7 tons ofNOx, 5.1 tons of CO, and 1.8 ton of VOC, while permitted total HAP emissions increased 1.21 tons.
