Pursuant to A.C.A. §8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Entergy Arkansas Inc. (Entergy-Arkansas Nuclear One; AFIN: 58-00002) owns and operates an electric generation facility located at the junction of Arkansas Highway 333 and 63, six and a half miles west of Russellville, Pope County, Arkansas. This permit modification adds applicable federal requirements for Entergy’s nine (9) emergency generators. This modification also adds the applicable federal requirements for its 6,000 gallon gasoline tank. Finally, this action allows an increase in throughput for a scrubber on the facility’s insignificant activity list. There was an overall emission decrease due to revised emission calculations. Decreases were 2.7 tons per year (tpy) of PM, 1.1 tpy of PM10, 3.6 tpy of SO2, 0.3 tpy of VOC, 12.1 tpy of CO, and 42.4 tpy of NOx.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

NOTICE OF EMERGENCY ORDER
Pursuant to Arkansas Code Annotated, Sections 8-4-101, et seq.; 8-1-202 (b)(2(c); and 8-4-220; the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order in connection with an unpermitted discharge of sewage by the City of West Fork's wastewater collection and treatment systems in Washington County.
In response to a complaint, the ADEQ inspected the West Fork facility April 2, 2014, and found an unpermitted discharge of raw sewage from the city's wastewater treatment plant into the West Fork of the White River. The following day, the City reported the unpermitted discharge to the ADEQ.
Subsequent ADEQ inspections on April 3, 7, 8, and 9 of 2014 found the unpermitted discharge was continuing, and only a limited amount of remediation of the area had been conducted by the City.
The emergency order, signed April 11, 2014, directs the City of West Fork to immediately cease any unpermitted discharges from the facility, conduct a cleanup of the area affected by the unpermitted discharge, and provide evidence to the ADEQ that the actions in the emergency order have been performed.
Nothing in the order prevents the ADEQ from seeking to recover its costs in connection with the incident, or taking appropriate enforcement action against any party determined to be responsible for the unpermitted discharge.

Peco Foods, Inc. Corning Feed Mill (11-00332) is proposing to construct and operate a feed mill to be located at 500 Commerce Drive, Corning, AR 72422. This facility submitted an application for an initial minor source air permit. The total annual permitted emission rate limit changes associated with this application includes: 156.3 tpy PM, 74.1 tpy PM10, 0.3 tpy SO2, 1.2 tpy VOC, 17.3 tpy CO, and 11.4 tpy NOX.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

American Fuel Cell and Coated Fabrics Company (AmFuel) (14-00040) operates a facility located at 601 Firestone Drive, Magnolia, AR 71753. This facility has submitted an application to replace the TLV table with individual HAP limits. Applicable NESHAP 40 CFR Part 63 Subpart DDDDD conditions were added to the permit for the two boilers. The HAP emissions are now shown as individual HAPs and the limit for total HAPs was increased to 217.67 tpy. The Acetone limit was increased to 93.3 tpy.
