Pursuant to A.C.A. §8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Remington Arms Company, LLC. (43-00024) operates a facility located at 2592 Arkansas Highway 15 North, Lonoke, AR 72086. This facility has submitted an application to install an additional lead kettle and lead combustion chamber (SN-60). The total permitted annual emission rate changes associated with this modification include: 0.1 tons per year (tpy) PM/PM10, 0.1 tpy SO2, 0.1 tpy VOC, 0.8 tpy CO, 1.0 tpy NOX, 0.0044 tpy lead, and 0.00005 tpy antimony.

The facility under consideration is located as follows: 7400 Baucum Pike, North Little Rock, in Pulaski County, Arkansas.
Proposed Construction will include constructing a 4th primary clarifier with sludge pump station; replacing an existing sludge gravity thickener with larger gravity thickener; installation of influent flow measurement flume and flow meter; replacement of existing sludge pumps; installation of additional sluice gates, slide gates, gate operators, and valves; clarifier repairs and modifications; removal of existing grit chambers; and construction of electrical equipment and yard piping associated with this project.
The existing treatment system is: screening, primary clarification/grit removal, activated sludge, secondary clarification, and chlorine disinfection with a design flow of 12 MGD. The design flow of the treatment system is not changing with this construction project.

05/18/2013 — NOTICE OF EMERGENCY
ORDER
Pursuant to Arkansas Code Annotated, Sections 8-4-101, et seq.; 8-1-202 (b)(2(c); and 8-1-220 the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order May 14, 2013, in connection with the discovery of an unauthorized discharge by the City of Sherwood from its municipal wastewater treatment plants, known as the North and South Facilities.
The city notified the ADEQ May 9, 2013, that it intended to initiate a controlled release of wastewater from the storage lagoons and equalization basins at its two wastewater treatment plants as part of a plan to rebuild the structures, once it received an acceptable bid from a contractor to perform the work. The following day, the ADEQ informed the city that its planned action would constitute an unpermitted discharge, contrary to the terms of the city’s wastewater discharge permit.
On May 13, 2013, the city by electronic mail notified the ADEQ that it was commencing the implementation of its plan to dewater the lagoons and equalization basins, and that it cut a breach in the levee of the lagoon of its South Facility. The action created an unpermitted discharge from the South Facility into Woodruff Creek. That same day, the ADEQ Director verbally ordered the city to cease all unpermitted discharges from the South Facility. Later in the day, the city notified the ADEQ by electronic mail that the breach had been repaired and the unpermitted discharge had been stopped.
Under provisions of the Emergency Order, the City of Sherwood is directed to refrain from any further unpermitted discharges from its wastewater treatment system, and within three days of the issuance of the order, report to ADEQ the amount of wastewater released during the unpermitted discharge and submit a detailed plan for mitigating the effects of the unpermitted discharge.
Nothing in the order prevents the ADEQ from seeking to recover its costs in connection with the incident, or taking appropriate enforcement action against any party determined to be responsible for the unpermitted discharge.

This is to give notice that the Permits Branch of the Water Division of the Arkansas Department of Environmental Quality (ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0648, proposes a draft renewal of the permit for which an application was received on 3/21/2013, with additional information received on 3/25/2013 and 4/11/2013, for the following applicant under the Arkansas Water and Air Pollution Control Act.
Applicant: Terra Renewal Services, Inc., 0.2 miles East of Hensley on East Ensley Road, Hensley, AR 72065. The land application sites are on numerous farm fields in Pulaski County. For a more detailed description of the locations for each land application site, refer to Part II of the draft permit or the waste management plan. This permit is for the land application of wash down rinse water, DAF skimmings, and pretreatment waste from poultry, animal food, food processing-plants, and animal processing plants as well as grease trap waste from various facilities.

This facility has submitted an application to Pine Bluff Sand and Gravel Company operates the River Mountain Quarry, a sandstone quarry, located at 3979 River Mountain Road Delaware, Logan County, Arkansas 72835. PBS&G currently operates under general air permit for rock crushing, #1916-AGP-020. As ADEQ revised its general permit on September 14, 2012, PBS&GC can no longer seek authorization under that permit due to the size of the generator engines, SN-G1 and SN-G2, and has applied for a minor source air permit. Total permitted annual emission rates are: 59.3 tpy (tons per year) PM, 23.5 tpy PM10, 2.0 tpy SO2, 2.7 tpy VOC, 13.7 tpy CO, and 81.4 tpy NOX.

ORDER
Pursuant to Arkansas Code Annotated, Sections 8-4-101, et seq.; 8-1-202 (b)(2(c); and 8-1-220 the Arkansas Department of Environmental Quality (ADEQ) has issued an emergency order May 14, 2013, in connection with the discovery of an unauthorized discharge by the City of Sherwood from its municipal wastewater treatment plants, known as the North and South Facilities.
The city notified the ADEQ May 9, 2013, that it intended to initiate a controlled release of wastewater from the storage lagoons and equalization basins at its two wastewater treatment plants as part of a plan to rebuild the structures, once it received an acceptable bid from a contractor to perform the work. The following day, the ADEQ informed the city that its planned action would constitute an unpermitted discharge, contrary to the terms of the city’s wastewater discharge permit.
On May 13, 2013, the city by electronic mail notified the ADEQ that it was commencing the implementation of its plan to dewater the lagoons and equalization basins, and that it cut a breach in the levee of the lagoon of its South Facility. The action created an unpermitted discharge from the South Facility into Woodruff Creek. That same day, the ADEQ Director verbally ordered the city to cease all unpermitted discharges from the South Facility. Later in the day, the city notified the ADEQ by electronic mail that the breach had been repaired and the unpermitted discharge had been stopped.
Under provisions of the Emergency Order, the City of Sherwood is directed to refrain from any further unpermitted discharges from its wastewater treatment system, and within three days of the issuance of the order, report to ADEQ the amount of wastewater released during the unpermitted discharge and submit a detailed plan for mitigating the effects of the unpermitted discharge.
Nothing in the order prevents the ADEQ from seeking to recover its costs in connection with the incident, or taking appropriate enforcement action against any party determined to be responsible for the unpermitted discharge.
