NOTICE OF AIR DIVISION
GENERAL PERMIT NOTICES OF INTENT
Public notice is hereby given that the Arkansas Department of Environmental Quality (ADEQ) has determined that the Notices of Intent (NOIs) seeking coverage under an Air Division General Permit submitted for the facilities listed below are administratively complete. Technical reviews of the NOIs are being conducted to determine if the source meets the qualification for coverage under the applicable General Permit. Documents for these matters are available for inspection or copying by contacting ADEQ's Air Division Permits Branch, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317. There may be a photocopying charge for some documents.
Interested persons may submit a written request for a public hearing for any of the Notices of Intent listed below. Such request must be submitted in writing to the Department at the above-noted address with Attention directed to the ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Request for public hearing must be postmarked or submitted electronically to the Air Division Permits Branch within ten (10) business days of this notice. This notice shall expire at 4:30 p.m. Central Time on the tenth (10th) business day after publication of this notice. The Department has the discretion to determine whether a hearing is deemed necessary if a request is made.

Antoine Hardwoods, Inc. (10-00076) operates a facility located at 2708 Highway 53, Whelen Springs, AR 71772. This facility has submitted an application to operate a lumber drying kiln. The facility’s permitted annual emission rates are 74.3 tpy, 40.9 tpy, 0.1 tpy, 82.4 tpy, 6.1 tpy, 7.3 tpy, 0.12 tpy, 0.81 tpy, 4.80 tpy, and 0.2 tpy for PM, PM10, SO2, VOC, CO, NOx, Acrolein, Formaldehyde, Methanol, and Phenol respectively.

Green Bay Packaging Inc. (Arkansas Kraft Division) (15-00001) operates a facility located at 338 Highway 113 South, Morrilton, AR 72110. This facility has submitted an application to add three emergency engines, a natural gas fired package boiler, and shutdown the existing wood fired boiler. Emission calculations will be revised for the Woodyard and include the Fly Ash Bunker to the Insignificant Activities list. The facility also requests to reclassify the emergency fire pump engine from an emergency use engine to a non-emergency use engine. Total permitted emissions will decrease as follows: 408.8 tons/year (tpy) PM, 204.3 tpy PM¬10, 2.4 tpy VOC, 234.8 tpy CO, 0.03 tpy Lead, and 22.87 tpy total HAPs. Permitted SO¬2 emissions will increase by 10.4 tpy and NOx emissions will increase by 45.6 tpy.

The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at www.adeq.state.ar.us/air/branch_permits/permitting/drafts.aspx.
Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.

FSA is accepting comments on the Draft EA through 10/7/2014. The Draft EA can be reviewed in person at the local FSA County Office, 2898 N. Point Circle Box 2 Fayetteville, AR 72704.
