This is to give notice that the Arkansas Department of Environmental Quality (ADEQ), Water Division, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0622, proposes a draft renewal of the permit number AR0048968 for which an application was received on 3/11/2014, with additional information received on 3/21/2014 and 10/10/2014, for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act.
Applicant: Cedar Heights Baptist Church, 14502 Cedar Heights Road, North Little Rock, AR 72118. Location: approximately 500 feet north of Arkansas Hwy 365, approximately 1 1/8 mile east of I-40 on Arkansas Hwy 365 (Morgan Exit); Latitude: 34° 53’ 15.26”; Longitude: 92° 21’ 32.90” in Pulaski County, Arkansas. The discharge of treated kitchen and sanitary wastewater is into an unnamed tributary, thence to the White Oak Bayou, thence to the Arkansas River in Segment 3C of the Arkansas River Basin.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Georgia-Pacific Wood Products South LLC (Gurdon Plywood and Lumber Complex) (10-00005) operates a facility located at #1 GP Lane, Gurdon, AR 71743. This facility has submitted an application to add a new lumber kiln, SN-09, and an increase in lumber production to accommodate the new kiln. The modification is PSD major for VOC emissions. Emissions increased 374.1 tpy of VOC, 24 tpy of SO2, 9.6 tpy of NOx, and less than 1 tpy of any HAP.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact, Shawn Hutchings, Engineer. Specialty Minerals, Inc. (41-00370) operates a facility located at 339 Highway 71 South, Ashdown, AR 71822. This facility has submitted an application to obtain an initial Title 5 permit for the existing facility. The facility is co-located on property owned by Domtar A. W. LLC (AFIN: 41-00002). These operations and Domtar’s operations are considered part of the same source for permitting requirements. SMI elected to obtain a separate permit rather than be included in the Domtar permit. Total permitted annual emissions are 9.4 PM and 9.4 PM10.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

NOTICE OF PUBLIC MEETING ON ASSESSMENT OF CORRECTIVE MEASURES AND DRAFT PERMIT DECISION
SWEPCO, Flint Creek Power Plant - Class 3N Solid Waste Landfill
Draft Permit Number: 0273-S3N-R2AFIN: 04-00107
Under provisions of Regulation 8 and 22 of the Arkansas Pollution Control and Ecology Commission (APCEC), the Arkansas Department of Environmental Quality (ADEQ), made a preliminary decision to issue a draft solid waste disposal permit modification for the Class 3N landfill at the Southwestern Electric Power Company (SWEPCO) Flint Creek Power Plant on November 10, 2014. A public notice for that decision was published on November 14, 2014. In addition, ADEQ approved the Assessment of Corrective Measures report for remedying impacts to groundwater at the landfill on October 7, 2014.
An informational public meeting has been scheduled to include discussion of the draft permit decision and discussion of the results of the assessment of corrective measures report prior to selection of a remedy for the Class 3N landfill. The public meeting is scheduled in Gentry, Arkansas, on Tuesday, December 2, 2014. The Flint Creek Power Plant is located near Gentry, in Benton County, Arkansas.
The scheduled public meeting will begin at 6:00 p.m., at the Gentry High School Auditorium, 1055 Pioneer Lane, Gentry, AR 72734, Arkansas. If inclement weather or other unforeseen circumstances develop, a decision may be made to postpone the meeting. If the meeting is postponed and rescheduled, a new legal notice will be published to announce the details of the new meeting date. The public meeting will include a technical presentation, and an informal question and answer period concerning both the draft solid waste permit and the assessment of corrective measures. Formal public comments on the draft permit will not be accepted at the meeting; however, the 30-day draft permit comment period will be in effect and written comments will be accepted through December 15, 2014. Formal written comments on the draft permit may be mailed or delivered to the Solid Waste Management Division; Arkansas Department of Environmental Quality; 5301 Northshore Drive; North Little Rock, AR 72218.
