NOTICE OF REVISED REMEDIAL ACTION DECISION DOCUMENT (RADD)
Facility: Whirlpool Corporation

Facility Location: Fort Smith, Sebastian County, Arkansas
The Arkansas Department of Environmental Quality (ADEQ) has drafted a Revised Remedial Action Decision Document (RADD) for Whirlpool Corporation detailing remediation activities at the facility. The site is located at 6400 Jenny Lind Road, Fort Smith, Sebastian County, Arkansas. Whirlpool Corporation voluntarily investigated the site and identified areas of concern.
The RADD is issued under the authority of the Arkansas Hazardous Waste Management Act (Arkansas Code Annotated Section 8-7-201 and following sections), the Arkansas Remedial Action Trust Fund Act (Arkansas Code Annotated Section 8-7-501 and following sections) as amended, and Arkansas Pollution Control and Ecology Commission Regulation (APC&EC) No. 23. Public notice and other actions for this remedial decision will follow the procedures for permitting decisions in APC&EC Regulation No. 8.
The RADD details the corrective action process that will be performed for all areas of concern identified in the investigation initiated by the Whirlpool Corporation.
The RADD and the administrative record for the facility may be reviewed in the Records Management Section, ADEQ, 5301 Northshore Dr., North Little Rock, Arkansas, or at the Fort Smith Public Library, 3201 Rogers Avenue, Fort Smith, AR 72903. Any person, including the Applicant, who wishes to comment on the draft revised remedial action decision, must do so by delivering or mailing the written comments, along with their name and address, to ADEQ.
ADEQ may, in response to written requests, hold a public hearing if the ADEQ Director determines such a hearing might clarify issues concerning the RADD. Any request for a hearing must include the requestor's name and address and state the nature of the issues to be raised in a hearing. ADEQ will issue a public notice of a hearing at least ten (10) days prior to the scheduled hearing.
Submitting written comments to ADEQ or making oral statements on the record at a public hearing on the proposed Revised RADD provides individuals with legal standing to appeal a final revised remedial action decision. Comments supporting or opposing the tentative decision will provide legal standing. Only parties with legal standing may appeal a decision of the director.
The public notice for the RADD has been extended. All comments must be received by 4:30 p.m. on February 20, 2015. Only comments regarding the proposed Revised RADD will be considered.

HAZARDOUS WASTE PERMIT
MODIFICATION
Permittee: Aerojet Rocketdyne, Inc.
Facility Location: Highland Industrial Park, East Camden, Calhoun County, Arkansas

Permit Modification: Aerojet Rocketdyne, Inc. submitted an application for a Class 2 modification of its Hazardous Waste Permit to the Arkansas Department of Environmental Quality (ADEQ) on January 15, 2015. The company plans to decommission three groundwater monitoring wells: MW 3 at the Open Burn Unit Area; and MP-1 and MP-2 at Building C52. These monitoring wells no longer function properly. The three wells will not be replaced. Instead, several nearby wells will be utilized for on-going monitoring purposes.
Decommissioning of the three monitoring wells will require modification of the Remedial Action Decision Document dated October 23, 2012 and the ADEQ-approved Corrective Measures 100% Final Design Report dated June 17, 2013 (with several modifications). However, these changes will not affect the site-wide long-term Groundwater Effectiveness Monitoring Program for evaluating the performance of various Corrective Measures to address historical releases of perchlorate to surface soils and shallow groundwater.

Public Meeting: A public meeting will be held to discuss the proposed permit modification and provide you with an opportunity to ask questions about it. It will occur on Wednesday, February 18, 2015 at 12:00 noon. The meeting will take place on the campus of Southern Arkansas University Tech in East Camden. It will be held in Room TE-114 of the Technical Engineering Building.

Pursuant to A.C.A. §8-4-203, and the regulations promulgated thereunder, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Rheem Manufacturing Company (66-00017) operates a facility located at 5600 Old Greenwood Road, Fort Smith, AR 72908. This facility has submitted an application to permit three existing emergency engines (SN-14 through SN-16). In addition, the permit format was updated and compliance language was added to Specific Condition #8. The total annual permitted emission rate increases associated with this modification include: 0.8 tons per year (tpy) PM/PM10, 0.6 tpy SO2, 1.0 tpy VOC, 4.2 tpy CO, 18.2 tpy NOX, and 0.03 tpy total HAP.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice:
Nucor Corporation (Nucor Steel, Arkansas) (47-00233) operates a facility located at 7301 East County Road 142, Blytheville, AR 72315. This facility has submitted an application to add a baghouse to capture grinding and welding emissions from repair of the EAF roof, SN-129, add a baghouse to the DRI truck dump, replace the baghouse on SN-78, and remove the opacity observation requirement for SN-78A. SN-78A vents inside the melt shop and is routed to the EAF Baghouse. Permitted particulate emissions increase by 9.5 tons per year.
The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.
