AND NOTICE OF HEARING
Comes now the Arkansas Department of Human Services, by and through its attorney Ron McLaughlin, and for this Motion states:
1. Pursuant to Ark. Code Ann. § 9-27-365, the Court can determine whether or not reunification services shall be provided or if already being provided, whether such reunification services shall be terminated. A motion for no reunification services can be filed at any time.
2. The Arkansas Department of Human Services requests that no reunification services should be provided, or if already being provided, that such reunification services should be terminated to reunite this juvenile with his family, which is in the juvenile’s best interest.
The grounds and supporting facts for recommending no reunification services are as follows: the juvenile is subjected to aggravated circumstances, specifically, the Department is asking the circuit court to determine that there is little likelihood that services to the family will result in successful reunification; specifically, the mother has already signed consent to termination of her parental rights; the address of the father is unknown despite repeated requests from the Department; the father reports he is now unemployed; the father has only visited the child one time since the case was opened around five months ago; and the father is basically doing nothing to try and have the child returned to him or placed in his custody.
3. This matter is scheduled for hearing on April 2, 2015, at 9:00 a.m., at the White County Courthouse located at 300 N. Spruce St., Searcy, AR 72143.
4. Bobby Joe Caldwell has refused to provide an address so he can be provided this Motion at least twenty (20) days prior to the scheduled hearing. If Bobby Joe Caldwell appears at court on January 22, 2015, the Department will hand deliver this notice to him. If Bobby Joe Caldwell does not appear at court on January 22, 2014, the Department will publish this notice and Bobby Joe Caldwell will be on notice that this matter will be heard on the date indicated herein.
5. The defendant has the right to be present at this hearing and be represented by an attorney. The parent or custodian, from whom custody was removed, if indigent, is entitled to appointed counsel, but you must ask for one and complete and file an Affidavit of Indigency.
Wherefore, the Arkansas Department of Human Services prays that this Court enter an order relieving the Arkansas Department of Human Services from providing reunification services to the defendant to reunite the family.

NOTICE OF PUBLIC FOCUS GROUP MEETINGS ON THE FIVE-YEAR CONSOLIDATED PLAN FOR THE STATE OF ARKANSAS, ADMINISTRATION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, THE HOME INVESTMENT PARTNERSHIP PROGRAM, THE EMERGENCY SOLUTIONS GRANT PROGRAM AND THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM.
The State of Arkansas anticipates receiving approximately $26 million in grant funds from the U.S. Department of Housing and Urban Development (HUD) during the 2015 program year. The amount includes funding for the Community Development Block Grant Program (CDBG), to be administered by the Arkansas Economic Development Commission (AEDC); the HOME Investment Partnership Program (HOME), to be administered by the Arkansas Development Finance Authority (ADFA); the Emergency Solutions Grants Program (ESG), to be administered by the Arkansas Department of Human Services (DHS); and Housing Opportunities for Persons with AIDS Program (HOPWA), to be administered by the Arkansas Department of Health (ADH).
The State’s current long range housing, community and economic development goals are articulated in the 2010 Five-Year Consolidated Plan, which covers the period from July 1, 2010 through June 30, 2015. Each year, the State prepares an Annual Update of the Consolidated Plan, which forecasts how the State will use its HUD grant funds during the upcoming program year. The current Five-Year Consolidated Plan may be viewed on the website of the Arkansas Economic Development Commission at: http://www.arkansasedc.com
The Consolidated Plan Advisory Committee is beginning the process of preparing a new Five-Year Consolidated Plan for the period of July 1, 2015 through June 30, 2020. The committee has scheduled five Public Focus Group Meetings around the state to obtain citizen comments to determine the priorities for use of grant funds during this five-year period.
During these meetings state agencies will obtain public comments regarding the allocation of approximately $26 million in CDBG, HOME, ESG, and HOPWA funds for the next fiscal year beginning in July 2015, as well as setting priorities for the next Five-Year Plan.
Public Focus Group Meetings on the Five-Year Consolidated Plan for Program Years 2015-2019 will be conducted at the following locations:
Monday, February 2, 2015; Time: 10:30-12:00; Location: North Little Rock, Arkansas Municipal League, 301 West 2nd Street.
Tuesday, February 3, 2015; Time: 10:30-12:00; Location: Fayetteville, Fayetteville Public Library,
401 West Mountain Street.
Wednesday, February 4, 2015; Time: 10:30-12:00; Location: Hope, Hope City Hall, 206 West Avenue A.
Thursday, February 5, 2015; Time: 10:30-12:00; Location: Tillar, Delta Conference Center, 8624 Bucksducks Road.
Friday, February 6, 2015; Time: 10:30-12:00; Location: West Memphis, Eugene Woods Civic Center, 212 West Polk Street.
A survey has been developed to be used by the committee to help assess the needs of the state. Citizens should complete the survey at www.arkansasedc.com/incentives/grants-management by February 20, 2015.

AND NOTICE OF HEARING
Comes now the Arkansas Department of Human Services, by and through its attorney Ron McLaughlin, and for this Motion states:
1. Pursuant to Ark. Code Ann. § 9-27-365, the Court can determine whether or not reunification services shall be provided or if already being provided, whether such reunification services shall be terminated. A motion for no reunification services can be filed at any time.
2. The Arkansas Department of Human Services requests that no reunification services should be provided, or if already being provided, that such reunification services should be terminated to reunite this juvenile with his family, which is in the juvenile’s best interest.
The grounds and supporting facts for recommending no reunification services are as follows: the juvenile is subjected to aggravated circumstances, specifically, the Department is asking the circuit court to determine that there is little likelihood that services to the family will result in successful reunification; specifically, the mother has already signed consent to termination of her parental rights; the address of the father is unknown despite repeated requests from the Department; the father reports he is now unemployed; the father has only visited the child one time since the case was opened around five months ago; and the father is basically doing nothing to try and have the child returned to him or placed in his custody.
3. This matter is scheduled for hearing on April 2, 2015, at 9:00 a.m., at the White County Courthouse located at 300 N. Spruce St., Searcy, AR 72143.
4. Bobby Joe Caldwell has refused to provide an address so he can be provided this Motion at least twenty (20) days prior to the scheduled hearing. If Bobby Joe Caldwell appears at court on January 22, 2015, the Department will hand deliver this notice to him. If Bobby Joe Caldwell does not appear at court on January 22, 2014, the Department will publish this notice and Bobby Joe Caldwell will be on notice that this matter will be heard on the date indicated herein.
5. The defendant has the right to be present at this hearing and be represented by an attorney. The parent or custodian, from whom custody was removed, if indigent, is entitled to appointed counsel, but you must ask for one and complete and file an Affidavit of Indigency.
Wherefore, the Arkansas Department of Human Services prays that this Court enter an order relieving the Arkansas Department of Human Services from providing reunification services to the defendant to reunite the family.

NOTICE OF PUBLIC FOCUS GROUP MEETINGS ON THE FIVE-YEAR CONSOLIDATED PLAN FOR THE STATE OF ARKANSAS, ADMINISTRATION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, THE HOME INVESTMENT PARTNERSHIP PROGRAM, THE EMERGENCY SOLUTIONS GRANT PROGRAM AND THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM.
The State of Arkansas anticipates receiving approximately $26 million in grant funds from the U.S. Department of Housing and Urban Development (HUD) during the 2015 program year. The amount includes funding for the Community Development Block Grant Program (CDBG), to be administered by the Arkansas Economic Development Commission (AEDC); the HOME Investment Partnership Program (HOME), to be administered by the Arkansas Development Finance Authority (ADFA); the Emergency Solutions Grants Program (ESG), to be administered by the Arkansas Department of Human Services (DHS); and Housing Opportunities for Persons with AIDS Program (HOPWA), to be administered by the Arkansas Department of Health (ADH).
The State’s current long range housing, community and economic development goals are articulated in the 2010 Five-Year Consolidated Plan, which covers the period from July 1, 2010 through June 30, 2015. Each year, the State prepares an Annual Update of the Consolidated Plan, which forecasts how the State will use its HUD grant funds during the upcoming program year. The current Five-Year Consolidated Plan may be viewed on the website of the Arkansas Economic Development Commission at: http://www.arkansasedc.com
The Consolidated Plan Advisory Committee is beginning the process of preparing a new Five-Year Consolidated Plan for the period of July 1, 2015 through June 30, 2020. The committee has scheduled five Public Focus Group Meetings around the state to obtain citizen comments to determine the priorities for use of grant funds during this five-year period.
During these meetings state agencies will obtain public comments regarding the allocation of approximately $26 million in CDBG, HOME, ESG, and HOPWA funds for the next fiscal year beginning in July 2015, as well as setting priorities for the next Five-Year Plan.
Public Focus Group Meetings on the Five-Year Consolidated Plan for Program Years 2015-2019 will be conducted at the following locations:
Monday, February 2, 2015; Time: 10:30-12:00; Location: North Little Rock, Arkansas Municipal League, 301 West 2nd Street.
Tuesday, February 3, 2015; Time: 10:30-12:00; Location: Fayetteville, Fayetteville Public Library,
401 West Mountain Street.
Wednesday, February 4, 2015; Time: 10:30-12:00; Location: Hope, Hope City Hall, 206 West Avenue A.
Thursday, February 5, 2015; Time: 10:30-12:00; Location: Tillar, Delta Conference Center, 8624 Bucksducks Road.
Friday, February 6, 2015; Time: 10:30-12:00; Location: West Memphis, Eugene Woods Civic Center, 212 West Polk Street.
A survey has been developed to be used by the committee to help assess the needs of the state. Citizens should complete the survey at www.arkansasedc.com/incentives/grants-management by February 20, 2015.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held before the Public Building Authority of the City of North Little Rock (the “Issuer”), on the question of the issuance of not to exceed $490,000 in the principal amount of Public Facilities Revenue Bonds, Series 2015 (the “Bonds”), by the Issuer under the authority of Arkansas Code Annotated Title 14, Chapter 138, as amended. The Bonds will be issued to finance the acquisition and equipping of public facilities of the Issuer located at 615 West 29 Street, North Little Rock, Arkansas, which facilities will be leased to the City of North Little Rock for use by the North Little Rock Police Department. The Bonds will also finance the costs required to demolish the present investigations department for additional parking and to pay certain costs and expenses of issuing the Bonds. Any persons interested may express their view, both orally and in writing, on the proposed issuance of the Bonds before the Issuer on Friday, February 6, 2015, at 8:15 a.m., in the North Little Rock City Services Building, Conference Room A, 120 Main Street, North Little Rock, Arkansas 72114. At such hearing, all objections and suggestions will be heard and considered and the Issuer will take such action as is deemed proper in the premises.
