Identical changes are proposed for each.
Major changes include updating and adding definitions; enhancing disaster planning/preparedness and infection control measures; specifying equipment and protocols in Emergency Departments and elsewhere; clarifying authority for orders and authentications; reflecting transferred authority for office-based surgeries to Arkansas State Medical Board; and changes in documentation and authentication of different types of records. This is the first general update since 2007 for the Hospital Rules and since 2008 for the Critical Access Hospital Rules.
Copies of the proposed revisions are available for public inspection and copying at the Arkansas Department of Health, Section of Health Facilities Services, Freeway Medical Tower, 5800 West 10th St., Suite 400, Little Rock, Arkansas, 72204. This proposed Rule prohibits veterinarians (other than “Designated Lasix Veterinarians”) from administering Lasix (furosemide) to a client’s horse on the day the horse is scheduled to race at Oaklawn Park prior to the running of the race, or after 6:00 p.m. on the day immediately before such race day. The Rule permits the administration of Lasix on race day by “Designated Lasix Veterinarians” who do not perform any other veterinary services for any horse entered or expected to be entered to race at Oaklawn Park, during the then current race meet.
Any persons wishing to speak for or against any of the above proposed rule should appear at the meeting on December 2, 2014, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above rule should send them to the Arkansas Racing Commission office, P.O. Notice is hereby given, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, and pursuant to Arkansas Code Annotated Section 19-9-607, that a public hearing will be conducted by a representative or representatives of the Arkansas Development Finance Authority (the "Authority"), on the question of the issuance of not to exceed $139,000,000 in aggregate principal amount of revenue bonds (the "Bonds"), by the Authority.
The Bonds will be issued to provide all or a portion of the funds necessary to fund health care project costs, including (a) refinancing the indebtedness of Washington Regional Medical Center, an Arkansas nonprofit corporation (the "Corporation"), represented by the Washington County, Arkansas Hospital Revenue Construction Bonds (Washington Regional Medical Center), Series 2005A (the "2005A Bonds") and the Washington County, Arkansas Hospital Revenue Refunding and Construction Bonds (Washington Regional Medical Center), Series 2005B (the "2005B Bonds") and (b) financing a portion of the costs of capital improvements (the "2014 Improvements") to the hospital and health care facility known as Washington Regional Medical Center, 3215 N. North Hills Blvd., Fayetteville, Arkansas (the "Hospital").
The 2005B Bonds refinanced the acquisition, construction and equipping of the Hospital, and the 2005A Bonds financed additions and improvements to, and equipment for, the Hospital, which included particularly, without limitation, expansions to the emergency department, construction of an additional floor to the Hospital building, construction of the Hospital's Center for Support Services Building, and expansion of parking.
The 2014 Improvements include particularly, without limitation, (i) the acquisition, construction and equipping of an approximately 91,000 useable square foot expansion to the Hospital for obstetrics and gynecology services and offices to be located adjacent to and northwest of the existing Hospital building, (ii) the betterment, improvement and renovation of approximately 6,500 square feet of existing women's service areas within the current Hospital building, and (iii) the acquisition, construction and equipping of a parking garage containing approximately 361 spaces to be located adjacent to and west of the existing Hospital building. The 2014 Improvements will be located on the Hospital campus at 3215 N. North Hills Blvd., Fayetteville, Arkansas.
The improvements financed and refinanced with proceeds of the 2005A Bonds and the 2005B Bonds and the 2014 Improvements (i) will be initially operated by the Corporation, and (ii) are subject to certain rights of Washington County, Arkansas (the "County") as lessor under the Assignment and Lease Agreement dated May 24, 1988, as amended and supplemented, between the County and the Corporation.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds and the proposed nature of the 2014 Improvements before a representative or representatives of the Authority, on November 14, 2014 at 1:30 p.m., in the Fulbright Board Room, located on the 4th floor of Washington Regional Medical Center, 3215 N. North Hills Blvd., Fayetteville, Arkansas 72703.

The proceeds of the Bonds will be loaned to Featherstone of Centerton L.P. (the "Borrower"), an Arkansas limited partnership, and will be used to provide for the acquisition, construction and equipping of an assisted living facility (the "Project") to be located at the northeast corner of County Road 561 and Bliss Street in the City of Centerton, Benton County, Arkansas.
The Bonds will be secured by a lien on the Project facility and will be payable from loan repayments received from the Borrower. The Bonds will not be payable from the general revenues of the Issuer or from any revenues of Benton County or the State of Arkansas and will not constitute an indebtedness of Benton County or the State of Arkansas or any subdivision thereof within the meaning of any constitutional or statutory provision. The Issuer has no taxing power.
All interested parties are invited to attend the public hearing to express their views with respect to the issuance of the Bonds.
This notice is published and the above described hearing is to be held in satisfaction of the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended, and Arkansas Code Annotated § 19-9-601, et seq., as amended.

Notice is hereby given, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended, and pursuant to Arkansas Code Annotated Section 19-9-607, that a public hearing will be conducted by a representative or representatives of the Arkansas Development Finance Authority (the "Authority"), on the question of the issuance of not to exceed $139,000,000 in aggregate principal amount of revenue bonds (the "Bonds"), by the Authority.
The Bonds will be issued to provide all or a portion of the funds necessary to fund health care project costs, including (a) refinancing the indebtedness of Washington Regional Medical Center, an Arkansas nonprofit corporation (the "Corporation"), represented by the Washington County, Arkansas Hospital Revenue Construction Bonds (Washington Regional Medical Center), Series 2005A (the "2005A Bonds") and the Washington County, Arkansas Hospital Revenue Refunding and Construction Bonds (Washington Regional Medical Center), Series 2005B (the "2005B Bonds") and (b) financing a portion of the costs of capital improvements (the "2014 Improvements") to the hospital and health care facility known as Washington Regional Medical Center, 3215 N. North Hills Blvd., Fayetteville, Arkansas (the "Hospital").
The 2005B Bonds refinanced the acquisition, construction and equipping of the Hospital, and the 2005A Bonds financed additions and improvements to, and equipment for, the Hospital, which included particularly, without limitation, expansions to the emergency department, construction of an additional floor to the Hospital building, construction of the Hospital's Center for Support Services Building, and expansion of parking.
The 2014 Improvements include particularly, without limitation, (i) the acquisition, construction and equipping of an approximately 91,000 useable square foot expansion to the Hospital for obstetrics and gynecology services and offices to be located adjacent to and northwest of the existing Hospital building, (ii) the betterment, improvement and renovation of approximately 6,500 square feet of existing women's service areas within the current Hospital building, and (iii) the acquisition, construction and equipping of a parking garage containing approximately 361 spaces to be located adjacent to and west of the existing Hospital building. The 2014 Improvements will be located on the Hospital campus at 3215 N. North Hills Blvd., Fayetteville, Arkansas.
The improvements financed and refinanced with proceeds of the 2005A Bonds and the 2005B Bonds and the 2014 Improvements (i) will be initially operated by the Corporation, and (ii) are subject to certain rights of Washington County, Arkansas (the "County") as lessor under the Assignment and Lease Agreement dated May 24, 1988, as amended and supplemented, between the County and the Corporation.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds and the proposed nature of the 2014 Improvements before a representative or representatives of the Authority, on November 14, 2014 at 1:30 p.m., in the Fulbright Board Room, located on the 4th floor of Washington Regional Medical Center, 3215 N. The proceeds of the Bonds will be loaned to Featherstone of Centerton L.P. (the "Borrower"), an Arkansas limited partnership, and will be used to provide for the acquisition, construction and equipping of an assisted living facility (the "Project") to be located at the northeast corner of County Road 561 and Bliss Street in the City of Centerton, Benton County, Arkansas.
The Bonds will be secured by a lien on the Project facility and will be payable from loan repayments received from the Borrower. The Bonds will not be payable from the general revenues of the Issuer or from any revenues of Benton County or the State of Arkansas and will not constitute an indebtedness of Benton County or the State of Arkansas or any subdivision thereof within the meaning of any constitutional or statutory provision. The Issuer has no taxing power.
All interested parties are invited to attend the public hearing to express their views with respect to the issuance of the Bonds.
This notice is published and the above described hearing is to be held in satisfaction of the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended, and Arkansas Code Annotated § 19-9-601, et seq., as amended.

The Arkansas Department of Health will hold a public hearing on Tuesday, December 2, 2014 at 10: 00 a.m. in the Freeway Medical Tower, Room 801, 5800 West 10th Street, Little Rock, Arkansas, to allow interested persons an opportunity to comment on proposed revisions to the following two sets of administrative rules: Rules and Regulations for Hospitals in Arkansas; and Rules and Regulations for Critical Access Hospitals in Arkansas. Identical changes are proposed for each.
Major changes include updating and adding definitions; enhancing disaster planning/preparedness and infection control measures; specifying equipment and protocols in Emergency Departments and elsewhere; clarifying authority for orders and authentications; reflecting transferred authority for office-based surgeries to Arkansas State Medical Board; and changes in documentation and authentication of different types of records. This is the first general update since 2007 for the Hospital Rules and since 2008 for the Critical Access Hospital Rules.
Copies of the proposed revisions are available for public inspection and copying at the Arkansas Department of Health, Section of Health Facilities Services, Freeway Medical Tower, 5800 West 10th St., Suite 400, Little Rock, Arkansas, 72204. The Arkansas Racing Commission will meet on December 2, 2014, at 11:00 a.m. in the Commission office located in the 1515 Building, 1515 West Seventh Street, Suite 500, Little Rock, Arkansas, to consider the adoption of the following rule:
(1) Thoroughbred Rule 1232(A). This proposed Rule prohibits veterinarians (other than “Designated Lasix Veterinarians”) from administering Lasix (furosemide) to a client’s horse on the day the horse is scheduled to race at Oaklawn Park prior to the running of the race, or after 6:00 p.m. on the day immediately before such race day. The Rule permits the administration of Lasix on race day by “Designated Lasix Veterinarians” who do not perform any other veterinary services for any horse entered or expected to be entered to race at Oaklawn Park, during the then current race meet.
Any persons wishing to speak for or against any of the above proposed rule should appear at the meeting on December 2, 2014, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above rule should send them to the Arkansas Racing Commission office, P.O. Box 3076, Little Rock, Arkansas 72203, prior to the close of business on December 1, 2014.
