06/19/2013 — NOTICE OF PUBLIC HEARING
The Arkansas Department of Health’s planning process seeks public input on maternal and child health programs, policies and issues as part of its preparation for submitting the FFY-2014 Maternal & Child Health Block Grant application. The Arkansas Department of Health will hold a public hearing on Thursday, June 27, 2013 from 2:00 p.m. to 4:00 p.m. in Board Room #906, Freeway Medical Building, 5800 West 10th Street, Little Rock, Arkansas at which time all interested persons will be heard. Parents, families and community agencies are strongly encouraged to participate in the process.
It is requested that statements relative to any aspect of the FFY-2014 Maternal Child Health Block Grant application be submitted in writing at the time of the hearing date to: Bradley Planey, MS, MA, Arkansas Department of Health, 4815 West Markham, Slot 16, Little Rock, Arkansas 72205.
Additional information on the FFY-2014 Maternal Child Health Block Grant application may be obtained by calling Bradley Planey at 501-661-2480 or by email to Bradley.Planey@arkansas.gov.

The regular monthly meeting of the Arkansas Game and Fish Commission will be held beginning at 10:00 a.m. Thursday, July 18, 2013, at the Little Rock Office Complex, 2 Natural Resources Drive, Little Rock, AR 72205. At that time, regulations and business pertaining to the operation of the Game and Fish Commission and other fiscal and administrative matters will be considered and acted upon, and all interested persons are invited to attend. Additionally, Committee meetings attended by Commissioners and agency staff members will be held throughout the day on Wednesday, July 17, 2013, beginning at 10:00 a.m. at the same location, and all interested persons are invited to attend.
Items on the agenda for the July 18, 2013, 10:00 a.m. meeting will include adoption of proposed regulations previously considered at the June 20, 2013, Commission Meeting, plus various Hunting and Fishing Regulations, and regulations pertaining to the Enforcement Division of the Arkansas Game and Fish Commission, including, but not limited to:
1. 2013-2014 Early Migratory Bird Regulations — Adoption of general regulation changes including, but not limited to:
• Revise season dates and bag limits for: Mourning and Eurasian Collared Dove, Teal, Virginia and Sora Rail, Woodcock, Common Snipe, Purple Gallinule, Common Moorhen, and Canada Goose.
• Revise season dates and bag limits on Wildlife Management Areas for Mourning and Eurasian Collared Dove.
All persons wishing to be heard on these subjects should submit comments in writing to this office on or before July 11, 2013. Copies of any proposed rules or regulations may be obtained at the Arkansas Game and Fish Commission main office or through a written request mailed to the address below.

The Department of Human Services, Division of County Operations, intends to adopt a State Plan for distribution of Low-Income Home Energy Assistance Program (LIHEAP) Block Grant funds and administration of the Home Energy Assistance Program, for Federal Fiscal Year 2014, covering the period from October 1, 2013 to September 30, 2014. Arkansas administers the LIHEAP Block Grant under Public Law 97-35, as amended. Funding is expected to be approximately $27,000,000.00.

The open forum format allows concerned citizens the opportunity to attend the hearing anytime between the hours of 4:00 p.m. and 7:00 p.m. Representatives of AHTD will be present to answer questions concerning the proposed project. Information on the proposed right of way appraisal and acquisition procedures, as well as the environmental documentation, will be available at the hearing.
The proposed project will extend existing Highway 265, and the new highway construction portion will be from Highway 264 north to West Pleasant Grove Road. The purpose of the proposed project is to improve north-south connectivity and to provide an additional avenue of travel north and south without having to access Highway 71B and Interstate 540 in the Northwest Arkansas metro area.

Arkansas administers the LIHEAP Block Grant under Public Law 97-35, as amended. Funding is expected to be approximately $27,000,000.00.

Notice is hereby given that pursuant to the authority of A.C.A. § 15-71-110 and § 15-72-302, 303, 304, Weiser-Brown Operating Company has filed an Application with the Arkansas Oil and Gas Commission, Docket No. 172-2013-06, requesting an Order integrating all unleased mineral owners in a proposed drilling unit described as all of the N/2 SE/4 of Section 19, Township 14 South, Range 21 West, Nevada County, Arkansas, 80.00 acres, more or less. Applicant proposes to drill a directional well in the above-described unit to test the Smackover Limestone Formation and any intervening formations. The bottom hole location will be at an exceptional location in the N/2 SE/4, 140.00’ FSUL and 1,182.6’ FWUL. The Applicant further requests approval of an exceptional location for its proposed Dockery #1 Well.
Applicant requests that any Order entered by the Commission granting its Application for Integration of Unleased Mineral Owners be made applicable to the following parties: Anita and Larry Dickerson; Talisa and Johnny Haygood; Marsha and Lee Bixler; Janice and Robert Greene; Myrna and Paul Hassfield; Timothy Boswell.
Applicant requests that any Order entered by the Commission granting its Application for Integration of Unleased Mineral Owners further provide, in the alternative, that the above named parties either (a) execute and deliver to the Applicant a one-year oil and gas lease for a bonus consideration of $100.00 per net mineral acre and a royalty of 1/4 on oil and gas; (b) be force pooled and integrated into the captioned unit with assessment of a reasonable risk factor penalty against their interests; or, (c) participate in the cost of drilling, testing, and completion of the well, subject to the terms of an operating agreement which substantially employs the terms of the AAPL Operating Agreement.
Applicant requests that any Order entered by the Commission granting the foregoing Application be made applicable to any and all unknown spouse, heir, devisee, personal representative, successor, or assign of any of the parties identified herein. This Notice is further directed to all to whom it may concern.

The Arkansas State Highway and Transportation Department (AHTD), in conjunction with the Federal Highway Administration (FHWA), will conduct an open forum Design Public Hearing to discuss the proposed design for the eastern north-south corridor from Highway 264 north to Highway 94. The hearing will be held on Thursday, July 11, 2013, from 4:00 p.m. to 7:00 p.m., at the Lowell City Hall, meeting room, located at 216 North Lincoln Street in Lowell.
The open forum format allows concerned citizens the opportunity to attend the hearing anytime between the hours of 4:00 p.m. and 7:00 p.m. Representatives of AHTD will be present to answer questions concerning the proposed project. Information on the proposed right of way appraisal and acquisition procedures, as well as the environmental documentation, will be available at the hearing.
The proposed project will extend existing Highway 265, and the new highway construction portion will be from Highway 264 north to West Pleasant Grove Road. The purpose of the proposed project is to improve north-south connectivity and to provide an additional avenue of travel north and south without having to access Highway 71B and Interstate 540 in the Northwest Arkansas metro area.
A copy of the proposed design plans and the environmental assessment are available for public inspection at the Arkansas State Highway and Transportation Department's Resident Engineers Office #94, 3700 Highway 112 in Bentonville or by contacting the Environmental Division at (501) 569-2281.
Persons wishing to submit written statements or other exhibits may submit them to the Environmental Division, Arkansas State Highway and Transportation Department, P.O. Box 2261, Little Rock, Arkansas, 72203. Such submissions must be received no later than 4:30 p.m. on Thursday, July 29, 2013.
