The regular monthly meeting of the Arkansas Game and Fish Commission will be held beginning at 10:00 a.m. Thursday, August 21, 2014, at the Little Rock Office Complex, 2 Natural Resources Drive, Little Rock, AR 72205. At that time, regulations and business pertaining to the operation of the Game and Fish Commission and other fiscal and administrative matters will be considered and acted upon, and all interested persons are invited to attend. Additionally, Committee meetings attended by Commissioners and agency staff members will be held throughout the day on Wednesday, August 20, 2014, beginning at 10:00 a.m. at the same location, and all interested persons are invited to attend.
Items on the agenda for the August 21, 2014, 10:00 a.m. meeting will include adoption of proposed regulations previously considered at the July 17, 2014, Commission Meeting, plus various Hunting and Fishing Regulations and regulations pertaining to the Enforcement Division of the Arkansas Game and Fish Commission, including, but not limited to:
1. Commission Committee Procedures -- Amend existing agency procedures for conduct of Commission business through the use of committees.
2. 2014-2015 Late Migratory Bird Regulations — Adoption of general regulation changes including, but not limited to:
• Set season dates and bag limits for: Duck, Coot and Merganser, White-Fronted Goose, Snow, Blue and Ross’ Goose, Falconry, and Canada Goose.
• Set Special Youth Waterfowl Hunting season dates and limits.
• Set Snow, Blue and Ross’ Goose Conservation Order season dates and limits, and amend restrictions to allow exception for youths.
• Amend State Migratory Waterfowl Hunting Stamp requirements.
• Amend Boat Motor Restrictions on Certain WMAs.
• Amend Migratory Waterfowl Hunting Access Restrictions on WRAs.
• Amend Code and Addendum for Hunting Waterfowl or Trespassing Prohibited on Certain WMAs and Lakes.
3. 2015 General Fishing Regulations — Adoption of general regulation changes including, but not limited to:
• Removal of Creel and Slot Limits on Grandview Lake #1.
• Removal of 13 to 16 inch slot limit for largemouth bass on DeGray Lake. Replace with 13-inch minimum length limit on largemouth bass only (no size restriction on spotted bass).
• Change current daily limit from 10 to 6 black bass combined (largemouth, spotted, & smallmouth) for DeGray Lake.
• Removal of yellow bass (Morone mississipiensis) from the sport fish list and addition of yellow bass to the rough fish list.
• Establish a 10-inch minimum length limit for crappie (white and black) on Lake Conway.
• Establish a state wide creel of 30 crappie per day (excluding current exceptions).
• Include Bald Knob Community Pond in the Community Fishing Program Restrictions.
• Include Conway Station Park Pond in the Community Fishing Program Restrictions.
• Include Lake Keith in the Community Fishing Program Restrictions.
• Restriction of limb-lines within Buffalo River National Park.
• Removal of Silver redhorse from the commercial fish species list because it is one of the rarest fishes in Arkansas.
• Prohibit Ouachita Streambed Salamander Eurycea subfluvicola from Take or Possession.
• Remove double points for bass-related violations on Lakes Monticello, Lower White Oak Lake, Columbia, SWEPCO, Pickthorne and Austelle.
• Open Morgan Pt. Bendway to commercial fishing.
• Open commercial fishing special season on Calion Lake.
• Close commercial fishing on the Ouachita River upstream of Hwy 79B bridge (Camden).
• Establish an upstream boundary for commercial fishing at the Hwy. 367 Bridge on the Little Red River.

The Arkansas State Highway and Transportation Department (AHTD), in conjunction with the Federal Highway Administration (FHWA) and in cooperation with the U.S. Army Corps of Engineers, will conduct an open forum Location and Design Public Hearing to discuss the proposed design concerning reducing flooding issues on Interstate 30 in the City of Little Rock between Vimy Ridge Road and the Saline County Line through hydraulic improvements on Crooked Creek. The Location and Design Public Hearing will be held on Thursday, August 21, 2014, from 4:00 p.m. to 7:00 p.m., at the Geyer Springs First Baptist Church (Fellowship Hall), located at 12400 Interstate 30 in Little Rock.
The open forum format allows concerned citizens the opportunity to meet with representatives of AHTD, view the proposed design and ask questions concerning the proposed project. Information on the proposed right of way appraisal and acquisition procedures, as well as the environmental documentation, will be available at the hearing.
A copy of the proposed design plans and the Environmental Assessment are available for public inspection at the Arkansas State Highway and Transportation Department’s Environmental Division, 10324 Interstate 30, Little Rock, AR and at the District Six Headquarters Office located at 8900 Mabelvale Pike, Little Rock, AR (Exit 130 on Interstate 30) or by contacting Susan Staffeld of the Environmental Division at (501) 569-2611. The comment form will be available at the above locations and on the AHTD website (www.arkansashighways.com) following the public hearing.

• Removal of Creel and Slot Limits on Grandview Lake #1.
• Removal of 13 to 16 inch slot limit for largemouth bass on DeGray Lake. Replace with 13-inch minimum length limit on largemouth bass only (no size restriction on spotted bass).
• Change current daily limit from 10 to 6 black bass combined (largemouth, spotted, & smallmouth) for DeGray Lake.
• Removal of yellow bass (Morone mississipiensis) from the sport fish list and addition of yellow bass to the rough fish list.
• Establish a 10-inch minimum length limit for crappie (white and black) on Lake Conway.
• Establish a state wide creel of 30 crappie per day (excluding current exceptions).
• Include Bald Knob Community Pond in the Community Fishing Program Restrictions.
• Include Conway Station Park Pond in the Community Fishing Program Restrictions.
• Include Lake Keith in the Community Fishing Program Restrictions.
• Restriction of limb-lines within Buffalo River National Park.
• Removal of Silver redhorse from the commercial fish species list because it is one of the rarest fishes in Arkansas.
• Prohibit Ouachita Streambed Salamander Eurycea subfluvicola from Take or Possession.
• Remove double points for bass-related violations on Lakes Monticello, Lower White Oak Lake, Columbia, SWEPCO, Pickthorne and Austelle.
• Open Morgan Pt. Bendway to commercial fishing.
• Open commercial fishing special season on Calion Lake.
• Close commercial fishing on the Ouachita River upstream of Hwy 79B bridge (Camden).
• Establish an upstream boundary for commercial fishing at the Hwy. 367 Bridge on the Little Red River.

The Arkansas State Highway and Transportation Department (AHTD), in conjunction with the Federal Highway Administration (FHWA) and in cooperation with the U.S. Army Corps of Engineers, will conduct an open forum Location and Design Public Hearing to discuss the proposed design concerning reducing flooding issues on Interstate 30 in the City of Little Rock between Vimy Ridge Road and the Saline County Line through hydraulic improvements on Crooked Creek. The Location and Design Public Hearing will be held on Thursday, August 21, 2014, from 4:00 p.m. to 7:00 p.m., at the Geyer Springs First Baptist Church (Fellowship Hall), located at 12400 Interstate 30 in Little Rock.
The open forum format allows concerned citizens the opportunity to meet with representatives of AHTD, view the proposed design and ask questions concerning the proposed project. Information on the proposed right of way appraisal and acquisition procedures, as well as the environmental documentation, will be available at the hearing.
A copy of the proposed design plans and the Environmental Assessment are available for public inspection at the Arkansas State Highway and Transportation Department’s Environmental Division, 10324 Interstate 30, Little Rock, AR and at the District Six Headquarters Office located at 8900 Mabelvale Pike, Little Rock, AR (Exit 130 on Interstate 30) or by contacting Susan Staffeld of the Environmental Division at (501) 569-2611. The comment form will be available at the above locations and on the AHTD website (www.arkansashighways.com) following the public hearing.

Pursuant to Arkansas Code Annotated § 25-15-201 et seq., notice is hereby given that the Arkansas State Board of Education and the Arkansas Department of Education are considering implementing proposed revisions to the following Arkansas Department of Education Rules: Superintendent Mentoring Program, Nontraditional Licensure, Lifetime Teaching License, Background Checks and License Revocation, and Education Licensure. A public hearing for the proposed rules will be held on July 28, 2014, at 2:30 pm in the Auditorium of the Arch Ford Education Building, Four Capitol Mall, Little Rock. Written comments for the rule revisions may be mailed to the Office of Legal Services at Four Capitol Mall, Room 404-A, Little Rock, AR 72201. Comments may be emailed to ADE.RulesComments@arkansas.gov or submitted online at http://www.arkansased.org/about/rules/pending.html. NOTICE TO PUBLIC
Notice is hereby given the Arkansas Towing and Recovery Board will hold a public hearing on the Board's proposed revisions to its Rules and Regulations.
The public hearing will he held at 9:30 a.m. on Tuesday, August 19, 2014 at the Arkansas Attorney General 's Office 11th Floor Conference Room. Written comments from the public will be accepted in advance of the meeting if received prior to August 15, 2014. Written comments should be mailed to the Board at PO Box 8285, Searcy, AR 72145 or emailed to towing@vuewireless.com.
The proposed modifications in the Rules and Regulations include but are not limited to the applicability of the tow laws on the vehicle immobilization services and the towing industry for both, Consent and Non-consent tow vehicle safety license and permit requirements , fees, and towing equipment requirements , as well as establishing equipment requirements for vehicle immobilization equipment.
Copies of the proposed revisions may be obtained at the Board 's office or the Secretary of State website and are available for public inspection.
