Calhoun County is currently updating the county’s All-Hazard Mitigation Plan. This plan, submitted to FEMA and the Arkansas Department of Emergency Management every five years, establishes mitigation priorities that elected officials from Hampton, Harrell, Thornton, Tinsman, the Hampton School District and Ouachita County will pursue to mitigate the effects of natural disasters on life and property within the school district and all communities within Ouachita County. This public meeting will cover the scope of the Plan, the sources of data to be used, the Plan approval process, and the timeline for completion.
The public meeting will be held at the Ouachita County Administration Building, located at 315 Hunt Street in Hampton, on October 23, 2014 at 1:00 pm. Citizens of Hampton, Harrell, Thornton, Tinsman, the Hampton School District and unincorporated areas of Ouachita County are encouraged to attend and take part in this planning process.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held on behalf of the Governor of the State of Arkansas before the President of the Arkansas Development Finance Authority (“ADFA”), or his designee, on the question of the issuance of not to exceed $7,015,000, in principal amount of ADFA’s State Agencies Facilities Revenue Bonds (Department of Arkansas Heritage Project) (the “Bonds”) under the provisions of Ark. Code Ann. §§ 15-5-101 et seq. The Bonds will be issued to finance the acquisition, construction, and equipping of a new facility at 1100 North Street, Little Rock, Arkansas (the “Project”) to house the headquarters and other operations of the Department of Arkansas Heritage (“DAH”). The Project will be owned by AFDA, leased to Arkansas Building Authority (“ABA”) pursuant to the provisions of a Lease Agreement (the “Lease”), and subleased by ABA to DAH pursuant to a Sublease Agreement (the “Sublease”). The Bonds will be secured by rentals due under the Lease and Sublease. Proceeds of the Bonds will also be used to pay the necessary expenses incidental to the sale and issuance of the Bonds, pay the premium for municipal bond insurance, if any, and fund a debt service reserve, if any.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds before the President of ADFA, or his designee, at a public hearing to be held Friday, October 31, 2014, at 9:00 a.m., at ADFA’s offices at 900 West Capitol Avenue, Suite 310, Little Rock, Arkansas 72201, and be heard for or against the issuance of the Bonds.

The Arkansas Racing Commission will meet on December 2, 2014, at 11:00 a.m. in the Commission office located in the 1515 Building, 1515 West Seventh Street, Suite 500, Little Rock, Arkansas, to consider the adoption of the following rule:
(1) Thoroughbred Rule 1232(A). This proposed Rule prohibits veterinarians (other than “Designated Lasix Veterinarians”) from administering Lasix (furosemide) to a client’s horse on the day the horse is scheduled to race at Oaklawn Park prior to the running of the race, or after 6:00 p.m. on the day immediately before such race day. The Rule permits the administration of Lasix on race day by “Designated Lasix Veterinarians” who do not perform any other veterinary services for any horse entered or expected to be entered to race at Oaklawn Park, during the then current race meet.
Any persons wishing to speak for or against any of the above proposed rule should appear at the meeting on December 2, 2014, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above rule should send them to the Arkansas Racing Commission office, P.O. Box 3076, Little Rock, Arkansas 72203, prior to the close of business on December 1, 2014. Calhoun County is currently updating the county’s All-Hazard Mitigation Plan. This plan, submitted to FEMA and the Arkansas Department of Emergency Management every five years, establishes mitigation priorities that elected officials from Hampton, Harrell, Thornton, Tinsman, the Hampton School District and Ouachita County will pursue to mitigate the effects of natural disasters on life and property within the school district and all communities within Ouachita County. This public meeting will cover the scope of the Plan, the sources of data to be used, the Plan approval process, and the timeline for completion.
The public meeting will be held at the Ouachita County Administration Building, located at 315 Hunt Street in Hampton, on October 23, 2014 at 1:00 pm. Citizens of Hampton, Harrell, Thornton, Tinsman, the Hampton School District and unincorporated areas of Ouachita County are encouraged to attend and take part in this planning process.

Take notice that on October 13, 2014 a petition was filed by the Arkansas Department of Human Services in the Circuit Court, Juvenile Division, of Washington County, Arkansas, to terminate parental rights of the following juveniles: Lily Oscorne, DOB: 11/06/10, Daxiel Osborne, DOB: 07/28/09, Danielle Osborne, DOB: 03/23/12, Zeke Osborne, DOB: 08/05/13 and Jamie Nicole Smith, DOB: 01/06/05. Such declaration could result in termination of your parental rights.
A hearing on the petition to terminate parental rights is scheduled for January 7, 2015 at 3:00 p.m. at the Washington County Courthouse, Juvenile Division, 885 Clydesdale Drive, Fayetteville, Arkansas, 72703. The regular monthly meeting of the Arkansas Game and Fish Commission will be held beginning at 9:00 a.m. Thursday, November 20, 2014, at the Little Rock Office Complex, 2 Natural Resources Drive, Little Rock, AR 72205. At that time, regulations and business pertaining to the operation of the Game and Fish Commission and other fiscal and administrative matters will be considered and acted upon, and all interested persons are invited to attend. Additionally, Committee meetings attended by Commissioners and agency staff members will be held throughout the day on Wednesday, November 19, 2014, beginning at 10:00 a.m. at the same location, and all interested persons are invited to attend.
Items on the agenda for the November 20, 2014, 9:00 a.m. meeting will include adoption of proposed regulations previously considered at the October 16, 2014, Commission Meeting, plus various Hunting and Fishing Regulations and regulations pertaining to the Enforcement Division of the Arkansas Game and Fish Commission.
All persons wishing to be heard on these subjects should submit comments in writing to this office before the start of the November 20, 2014, meeting (preferably by 4:30 p.m. on the day before). Notice is hereby given that a public hearing will be held on behalf of the Governor of the State of Arkansas before the President of the Arkansas Development Finance Authority (“ADFA”), or his designee, on the question of the issuance of not to exceed $7,015,000, in principal amount of ADFA’s State Agencies Facilities Revenue Bonds (Department of Arkansas Heritage Project) (the “Bonds”) under the provisions of Ark. Code Ann. §§ 15-5-101 et seq. The Bonds will be issued to finance the acquisition, construction, and equipping of a new facility at 1100 North Street, Little Rock, Arkansas (the “Project”) to house the headquarters and other operations of the Department of Arkansas Heritage (“DAH”). The Project will be owned by AFDA, leased to Arkansas Building Authority (“ABA”) pursuant to the provisions of a Lease Agreement (the “Lease”), and subleased by ABA to DAH pursuant to a Sublease Agreement (the “Sublease”). The Bonds will be secured by rentals due under the Lease and Sublease. Proceeds of the Bonds will also be used to pay the necessary expenses incidental to the sale and issuance of the Bonds, pay the premium for municipal bond insurance, if any, and fund a debt service reserve, if any.
Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds before the President of ADFA, or his designee, at a public hearing to be held Friday, October 31, 2014, at 9:00 a.m., at ADFA’s offices at 900 West Capitol Avenue, Suite 310, Little Rock, Arkansas 72201, and be heard for or against the issuance of the Bonds.
Requests to speak at the hearing should be submitted in writing to the President of ADFA at the address shown above or at P.O. Box 8023, Little Rock, AR 72203-8023 and received at least 24 hours before the hearing. All remarks at the hearing will be limited to 10 minutes per person. (1) Thoroughbred Rule 1232(A). This proposed Rule prohibits veterinarians (other than “Designated Lasix Veterinarians”) from administering Lasix (furosemide) to a client’s horse on the day the horse is scheduled to race at Oaklawn Park prior to the running of the race, or after 6:00 p.m. on the day immediately before such race day. The Rule permits the administration of Lasix on race day by “Designated Lasix Veterinarians” who do not perform any other veterinary services for any horse entered or expected to be entered to race at Oaklawn Park, during the then current race meet.
Any persons wishing to speak for or against any of the above proposed rule should appear at the meeting on December 2, 2014, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above rule should send them to the Arkansas Racing Commission office, P.O. Box 3076, Little Rock, Arkansas 72203, prior to the close of business on December 1, 2014.
